The Russell Collective Pte. Ltd. is seeking an HR Executive to lead payroll processing, onboarding, and the daily HR lifecycle. You will ensure accurate payroll, statutory compliance under Singapore employment laws, and maintain confidential employee records in the HRIS.

We are looking for a dedicated and meticulous HR Executive to join our team. In this role, you will be the backbone of our HR operations, ensuring the smooth execution of the daily employee lifecycle and taking full ownership of the payroll process. The ideal candidate is a hands-on HR professional with a strong understanding of Singapore's employment laws and statutory regulations.
Payroll & Benefits Administration:
Manage and process end-to-end monthly payroll for [Number, e.g., 50-100] employees accurately and on time.
Handle all statutory submissions, including CPF contributions, CDAC/SINDA/MENDAKI/ECF funds, and National Service (NS) makeup pay claims.
Manage yearly income tax reporting (IR8A) and tax clearance for foreign employees (IR21).
Administer employee benefits, including leave management, medical claims, and insurance processing.
Resolve any payroll discrepancies or employee queries regarding compensation and benefits.
HR Operations & Employee Lifecycle:
Manage the full spectrum of onboarding and offboarding processes, including contract preparation, orientation, and exit interviews.
Maintain and update accurate employee records in the HRIS (Human Resource Information System) and physical P-files, ensuring strict confidentiality.
Manage all Work Pass applications, renewals, and cancellations (EP, S-Pass, WP) via MOM's EP Online/myMOM Portal.
Track and administer employee performance appraisals, probation confirmations, and contract renewals.
Assist in drafting and updating HR policies, employee handbooks, and standard operating procedures (SOPs).
Compliance & Reporting:
Ensure all HR practices and payroll processes strictly comply with the Singapore Employment Act, MOM guidelines, and CPF Act.
Prepare monthly HR reports (e.g., headcount, payroll summaries, leave balances) for management review.
Assist with government grant applications (e.g., WSG, e2i) and mandatory MOM labor market surveys where necessary.
Education: Bachelor's Degree in Human Resource Management, Business Administration, or a related discipline.
Experience: Minimum of 3 years of hands-on experience in HR operations and full-cycle payroll processing within Singapore.
Statutory Knowledge: Strong working knowledge of Singapore's labor laws, including the Employment Act, CPF regulations, and MOM work pass frameworks.
Technical Skills: Proficiency in MS Office and experience with local HRIS/Payroll software (e.g.,Times Software and SAP Successfactors is strongly advantageous)
