ONION SEARCH PTE. LTD. is seeking an HR Manager to join a well-established construction, property development and specialist engineering solutions provider in Singapore. Lead recruitment, employee relations, performance management, payroll and HR policy compliance to align HR with business goals.

With 10+ years of HR experience and strong knowledge of labour laws, you will drive strategic initiatives and development programs while guiding management and safeguarding workplace integrity.

Qualifications

• Bachelor's degree in HR or related field required.
• Minimum 10 years of HR experience, preferably in construction, water treatment or industrial sectors.
• Strong knowledge of labour laws, HR best practices, and employee relations.
• Excellent communication, leadership, and interpersonal skills.
• Proficiency in HRIS systems and Microsoft Office Suite.

JOB DIMENSION (SCOPE)

Recruitment and Talent Acquisition

• Develop and implement recruitment strategies to attract top talent.
• Coordinate the full recruitment lifecycle: job postings, candidate screening, interviewing, and onboarding.
• Maintain relationships with recruitment agencies, universities, and other talent sources.

Employee Relations& Engagement

• Act as a point of contact for employee concerns, grievances, and conflict resolution.
• Promote employee engagement initiatives and monitor workplace satisfaction.
• Advise management on HR policies, procedures, and best practices.

Performance Management& Development

• Implement and manage performance appraisal processes.
• Identify training needs and coordinate professional development programs.
• Support career growth and succession planning initiatives.

Compensation &Benefits Administration

• Oversee payroll, benefits, and compensation programs.
• Ensure compliance with labour laws and internal policies.
• Conduct salary benchmarking and recommend adjustments as needed.

HR Compliance & Policy Management

• Ensure compliance with labour laws, health and safety regulations, and company policies.
• Maintain employee records and HR documentation.
• Develop, update, and communicate HR policies and procedures.

Strategic HR Planning

• Collaborate with leadership to align HR strategies with business objectives.
• Analyze HR metrics and provide insights for decision-making.
• Lead HR projects, such as culture initiatives, organizational restructuring, and change management.
