Job summary

BW Offshore Singapore is seeking a high-calibre Subcontracts Department Manager to lead the department across FPSO construction, conversion and integration projects. You will define strategy, manage tendering and awards, and ensure robust administration and cost control while mentoring a multi-disciplinary team in a globally dispersed project environment.

The role emphasizes governance, risk management, and delivering value through effective subcontracting practices on complex offshore

Qualifications

• Bachelor's or Master's degree in Engineering, Quantity Surveying, Commercial Management, Business, or Law
• Long relevant experience may replace formal education
• Professional membership of CIPS, RICS, CIArb, or APM is advantageous
• Minimum 15 years in contracts, subcontracts, or commercial management in offshore oil & gas, FPSO/FLNG/EPCI

Responsibilities

• Lead the subcontract department across FPSO construction, conversion, and integration projects
• Define and own subcontract strategy, policy framework, and SOPs
• Develop contracting strategies for major packages (hull, topsides, marine, T&I)
• Oversee prequalification, tendering, evaluation, clarification, negotiation, and award
• Oversee contract administration and change management per contractual terms
• Monitor performance against KPIs and ensure cost management
• Lead and mentor Subcontracts team and recruit talent
• Ensure compliance with governance, local content, and anti-bribery rules
• Maintain consolidated view of liabilities and report to senior leadership
• Drive continuous improvement of subcontract processes and tools
• Maintain high HSE performance and CARE values
