Job summary

PAS People's Association invites applications for the role of Assistant Director (Facilities Management - Contracts) to ensure safe, well-maintained Integrated Community Hubs and robust contract management. The role supports governance, procurement, and performance monitoring across Hub FM teams.

Candidates should have a professional qualification or degree in Building/MEP Engineering, Estate or Facility Management, with at least 5 years in FM and 2 years in supervision.

Qualifications

• Professional qualification or degree in Building, Mechanical or Electrical Engineering, Estate Management, Facility Management, or related field.
• Minimum 5 years of facilities management experience, with at least 2 years in a supervisory capacity.
• Knowledge of contract administration and procurement processes, including familiarity with Government Instruction Manuals (IMs).

Responsibilities

• Review and align FM policies for Integrated Community Hubs with Infrastructure Group policies to maintain standards and excellence.
• Lead contract management processes and governance for the ICH Division, supporting development and performance of the Senior Manager (FM – Contracts).
• Establish KPIs for contract management and prepare regular governance reports for the Deputy Director.
• Monitor FM contracts, including variations and documentation, ensuring timely resolution and proper records.
• Oversee Purchase Orders via GeBIZ with correct funding charges per FM contracts.
• Support Hubs in Cyclical Maintenance Programmes, improvement works and ad hoc projects to sustain readiness.
