Job summary

People's Association (PA) invites a Senior Manager to oversee end-to-end procurement and contracts for non-development projects. You will ensure compliance with PA policies and Government Instruction Manual, while safeguarding contractual and financial interests.

Collaborating with project teams, you will guide procurement approaches, manage variations and claims, and maintain audit-ready documentation to support governance and efficiency.

Qualifications

• Minimum 5 years in facilities management, infrastructure or building field.
• Experience managing procurement and contracts for non-development contracts.
• Familiarity with government procurement policies and PA governance.

Responsibilities

• Execute procurement exercises for non-development projects from pre-award to contract finalisation.
• Prepare and review procurement documentation and tender documents.
• Provide procurement guidance to operational teams on approaches and approvals.
• Manage contracts from pre-construction to final account closure, including variations.
• Maintain tender and contract records to ensure audit readiness.
• Monitor contract performance and identify risks with mitigation.
• Engage stakeholders on procurement and contractual matters.
• Contribute to cost intelligence and process improvements.
