Job summary

MINDEF in Singapore seeks a Contract Manager to lead the establishment and renewal of contracts, monitor performance, and manage contractual obligations through to renewal or termination. You will coordinate with users, DSTA Procurement, and contractors to implement robust, cost-effective contracts with strong governance and timely reporting.

The role requires analytical thinking, strong writing and interpersonal skills, and the ability to manage multiple stakeholders under pressure.

Qualifications

• Experience in contract management or procurement is advantageous.
• Strong conceptual and analytical skills.
• Excellent written communication abilities.
• Strong interpersonal and communication skills.
• Ability to work independently and adapt to changes.

Responsibilities

• Lead timely establishment or renewal of contracts with approvals.
• Monitor execution of contracted services and track obligations until termination or renewal.
• Collaborate with users, DSTA Procurement, and contractors to design robust contracts.
• Track performance via KPIs and conduct regular contract reviews.
• Prepare reports to contracting fora following MINDEF guidelines.
• Highlight non-compliance and ensure corrective actions are effective.
