Senior Training Contracts Manager

Job summary

The Ministry of Defence of Singapore seeks an experienced contract manager to oversee training systems contracts within a Training Hub. You will review contracting approaches, advise on KPI metrics, and coordinate tender activities with the Defence Science and Technology Agency (DSTA-Procurement).

Qualifications

• Education in Business, Finance, Supply Chain or related field preferred.
• At least 5 years of relevant experience in contract management or government procurement preferred.
• Good understanding of procurement principles, including fair competition and value for money.
• Proficiency in Microsoft Office applications.
• Good communication and stakeholder management skills.

Responsibilities

• Review contracting approaches, pricing mechanisms, and KPIs prior to contract renewal, including consulting users on changes to services, preparing the Contract Review Report (CRR).
• Assess and recommend contractors for tender participation and determine evaluation methods.
• Staff contracting papers to seek approval for contract renewals from outsourcing forums.
• Coordinate with Defence Science and Technology Agency - Procurement for tender preparation and evaluations.
• Manage issues between contractors and users, document incidents, and coordinate with DSTA-Procurement on LDs and terminations.
• Conduct engagements with users and contractors to resolve and improve processes, and document discussions for knowledge retention.
• Conduct annual contract management self-assessments and follow up on highlighted observations.
• Serve as main contact for audits and ensure closure of audit observations.
