Job summary

The Ministry of Manpower in Singapore seeks a professional to develop, review and implement a robust programme evaluation framework. The role supports transformation through automation and digitalisation, delivering value through financial analysis and data-driven insights.

You will drive data analytics, RPA initiatives, and stakeholder engagement, presenting outcomes to senior management and building capability across the MOM community.

Qualifications

• Knowledge in Accounting or Business Administration with at least two years of relevant experience in finance/budget-related areas is preferred.
• Experience in Government agencies/public organisations, with knowledge in public sector financing and governance is preferred.
• Experience in data analytics and RPA is advantageous.
• Possess critical thinking, analytical, problem-solving and decision-making skills.
• Good interpersonal skills and able to engage and communicate with key stakeholders at all levels.
• Highly motivated with positive working attitude.
• Able to work independently and in a team.

Responsibilities

• Conduct financial analysis to provide value-added insights for decision making and accelerate transformation.
• Analyse data through appropriate analytical tools and techniques (simulation, forecasting, modelling, market research, benchmarking).
• Review and streamline processes through design and implementation of RPA.
• Identify opportunities for improvement through transforming, streamlining and digitalising processes.
• Develop, review and implement programme evaluation framework in MOM Family.
• Conduct evaluation of programmes and monitor follow-up of recommendations and learning points.
• Build up programme evaluation capabilities in MOM.
• Present initiatives and outcomes to senior management.
