Job summary

THREESIXTY COST MANAGEMENT PTE. LTD. seeks a Quantity Surveyor to lead cost management on construction projects in Singapore, overseeing from inception to completion and advising on contracts.

You will liaise with clients and consultants to manage variations and final accounts. Requirements include a recognised Degree in Quantity Surveying with at least five years in cost consultancy or contracts management; knowledge of tendering, cost reporting, and post-contract duties; strong communication

Qualifications

• Recognised Degree in Quantity Surveying with relevant construction experience.
• Minimum 5 years' experience in cost consultancy or contracts management.
• Experience with pre- and post-contract duties and standard contract forms.
• Familiarity with CEMS and SMM or equivalent.
• Able to work independently and as part of a multi-disciplinary team with strong people skills.

Responsibilities

• Oversee projects from inception to completion, ensuring on-time delivery and within budget.
• Formulate procurement strategy, prepare tender documents, cost reports and cost plans; administer tender process and evaluate tenders.
• Review variation orders, assess costs, prepare monthly financial reports, progress payments and final accounts.
• Provide cost and financial advice and contract support during pre-construction, construction and post-construction stages.

Job description

Responsibilities

Oversee projects from inception through to completion, ensuring that work is completed on time and within budget.

Formulation of procurement strategy, preparation of tender documentations, preparation of cost reports and cost plans, administration of tender process, evaluation of tenders and submission of tender recommendation reports.

Review variation request order, assess the associated variation costs, monthly financial report, processing of progress payment and final account.

To work closely with the Project Team providing cost and financial advice as well as contractual support and advice during pre-construction, construction and post construction stage.

Requirements

• Recognised Degree in Quantity Surveying with relevant working experience in the Construction industry.
• Possess 5 year working experience in a cost consultancy / contracts management environment.
• Candidates with longer years of relevant experience can be considered for higher level positions.
• Strong technical background with sound knowledge of pre and post-contract duties.
• Good working knowledge of forms/conditions of contract.
• Good working knowledge of standard forms of measurement, CEMS, SMM or equivalent
• Membership with SISV, RICS or/and AIQS is preferred.
• Able to work independently and be a good team player as well.
• Possess excellent people skills with the ability to integrate within a multi-disciplinary team and communicate with external consultants and clients.
