Digital Solutions Analyst — Drive Transformation

Job summary

Housing & Development Board is seeking a proactive System Analyst to support the delivery and enhancement of our digital products. You will bridge business owners and technical teams to translate needs into effective digital solutions and drive continuous improvements in business processes and user experience.

You will work with process owners, developers and vendors to design, implement, and test digital solutions, and contribute to the long-term product roadmap and change management.

Qualifications

• 5+ years in systems analysis, business analysis, digital product delivery or project management.
• Strong requirements gathering and stakeholder engagement experience.
• Good understanding of SDLC, Agile methodologies and enterprise systems integration.
• Experience with cross-functional teams of business users, technical teams and vendors.

Responsibilities

• Partner business stakeholders to understand needs and identify opportunities to improve processes through digital solutions.
• Translate requirements into functional specs, user stories, and system specs for technical teams and vendors.
• Collaborate with process owners, developers and vendors to design, develop and implement digital solutions.
• Coordinate stakeholder discussions to align objectives, solution design and implementation plans.
• Lead business process analysis and feasibility studies to support digital transformation initiatives.
• Define long-term product roadmap and prioritise initiatives with organisational goals.
• Manage end-to-end delivery of system enhancements and projects, including planning, testing and deployment.
• Coordinate UAT, develop test scenarios and acceptance criteria to ensure requirements and quality standards.
• Monitor progress, identify risks and work with stakeholders to resolve issues.
• Prepare management updates, documentation and user training materials.
• Analyse performance data to identify enhancements and drive improvements.
• Develop dashboards, reports and KPIs to support decision-making.
• Support procurement activities, vendor management and IT governance compliance.
• Keep abreast of emerging technologies and best practices to drive innovation.
