Job summary

JOBSTER PRIVATE LTD. in Singapore seeks a Digital Business Analyst to drive product-centric digital transformation in collaboration with the CIO and cross-functional teams.

You will deliver user-centric solutions, manage the product backlog in Agile, and support existing systems as products across government and agency environments. Applicants should have 5+ years in business analysis or product roles, strong Agile/Scrum experience, and familiarity with WOG frameworks and security requirements.

Qualifications

• Bachelor's degree in Computer Science, Information Technology, or related field.
• Minimum 5 years of experience in business analysis, product owner, or similar role in a product-centric environment.
• Experience with Agile/Scrum or similar methodologies.
• Experience in supporting and managing existing enterprise systems with vendors and multi-agency stakeholders.
• Familiarity with Whole-of-Government (WOG) frameworks, security policies, and compliance standards.
• Working knowledge of AI tools and concepts is a strong advantage.
• Strong analytical, facilitation, and problem-solving skills.
• Excellent stakeholder engagement and communication skills.
• Self-motivated, adaptable, and eager to continuously learn.

Responsibilities

• Embrace Product Thinking to define the why behind new features and initiatives.
• Lead User-Centric Discovery with citizen, business, and agency needs.
• Apply Product Management, Design Thinking, and Service Design to identify points and design future-state solutions.
• Evaluate technologies for digital direction with a focus on scalable products.
• Collaborate in Agile to define user stories and manage the product backlog.
• Support existing systems as products through lifecycle including enhancements and decommissioning.
• Liaise with internal stakeholders, other agencies, and industry professionals.
• Coordinate with system vendors and helpdesk teams to resolve issues.
• Analyze product performance and drive data-driven improvements.
• Ensure all solutions align with Whole-of-Government (WOG) policies.
