Job summary

JOBSTER PRIVATE LTD. is seeking a Business Analyst to engage stakeholders, elicit and document requirements, and translate them into user stories for digital transformation in the Singapore public sector. You will collaborate with product, UX, and tech teams to ensure solutions meet business outcomes and regulatory standards.

The role covers agile delivery, UAT support, and post-implementation reviews, with focus on process improvement, accessibility, and user-centric digital services.

Qualifications

• Degree or equivalent qualification in Business, Information Systems, Computer Science, Engineering or a related discipline.
• 3–7 years of relevant experience in business analysis, digital transformation, product delivery, systems analysis or a related field.
• Strong experience in requirements gathering, analysis and documentation.
• Experience translating business requirements into user stories, functional requirements or solution specifications.
• Experience working with cross-functional business and technology teams.
• Strong stakeholder management, facilitation and communication skills.
• Good understanding of digital product development and software delivery lifecycles.
• Experience delivering digital products or services in the Singapore public sector or another highly regulated environment.
• Experience with Agile/Scrum delivery methodologies.
• Experience in process modelling using BPMN or equivalent.
• Familiarity with UX, service design, customer journey mapping or design-thinking approaches.
• Familiarity with APIs, system integrations, cloud technologies, data platforms or enterprise architecture.
• Relevant certifications such as IIBA CBAP/CCBA, PMI-PBA, Scrum/Agile certifications or equivalent would be advantageous.

Responsibilities

• Engage business stakeholders to understand objectives, processes, pain points and user needs.
• Elicit requirements via interviews, workshops, observations, process reviews and data analysis.
• Analyse current and future state business processes and document them.
• Translate business needs into clear functional requirements and user stories.
• Create artefacts such as BRDs, use cases, process flows and acceptance criteria.
• Identify opportunities for process simplification, automation and digitalisation.
• Analyse impacts of proposed digital solutions on business and operations.
• Work with Product Owners, UX designers, architects, developers and tech teams through the product lifecycle.
• Support product discovery, solution design, backlog refinement and prioritisation.
• Facilitate discussions to resolve requirements and solution issues.
• Participate in Agile ceremonies like sprint planning, refinement, and reviews.
• Support UAT including test scenarios and acceptance criteria.
• Validate delivered solutions against requirements and outcomes.
• Support implementation, rollout and post-implementation reviews.
• Understand citizen, business and internal-user journeys to translate insights into requirements.
• Identify opportunities to improve accessibility and usability of digital services.
• Collaborate with UX and service design to map journeys and identify improvements.
• Use data to support evidence-based recommendations.
• Build relationships with stakeholders across functions.
• Facilitate workshops involving stakeholders with different priorities and knowledge levels.
• Coordinate with external vendors to clarify requirements and track issues.
• Communicate complex matters clearly to senior stakeholders.
• Ensure requirements align with agency policies, governance and digital standards.
• Address cybersecurity, privacy, data protection, accessibility and resilience considerations.
• Maintain documentation and traceability throughout delivery lifecycle.
• Support risk, issue, dependency and change management.
