Job summary

Public Service Division in Singapore seeks a proactive System Analyst to translate business needs into effective digital solutions, and to liaise between business process owners and technical product teams. You will drive continuous improvements to processes and user experience, guiding end-to-end delivery and change management.

You will handle requirements, UAT, dashboard development and governance alignment, ensuring solutions meet business needs and security policies with strong collaboration

Qualifications

• Qualifications in Computer Science, Information Systems, UX/UI, business or related field.
• At least 5 years in systems analysis, business analysis, or project delivery.

• Familiarity with SDLC, Agile methods, and enterprise integration.

Job description

[What the role is]

We are looking for a proactive and analytical System Analyst to support the delivery and continuous enhancement of our digital products. As the key liaison between business process owners and technical product teams, you will translate business needs into effective digital solutions, facilitate system implementation and drive continuous improvements to business processes and user experience.

[What you will be working on]

• Partner business stakeholders to understand business needs, analyse requirements and identify opportunities to improve business processes through digital solutions.
• Translate business requirements into clear functional specifications, user stories and system requirements for technical teams and vendors.
• Work closely with process owners, tech product specialists, developers and vendors to design, develop and implement digital solutions that meet business and operational needs.
• Facilitate stakeholder discussions to align business objectives, solution design and implementation plans.
• Conduct business process analysis, process re-engineering and feasibility studies to support solution design and digital transformation initiatives.
• Define and drive the long-term product roadmap and strategic direction, prioritising initiatives in alignment with organisational objectives.
• Manage the end-to-end delivery of system enhancements and projects, including planning, implementation, testing, deployment and post-implementation support.
• Coordinate User Acceptance Testing (UAT), develop test scenarios and acceptance criteria, and ensure solutions meet business requirements and quality standards.
• Monitor project progress, identify risks and issues, and work with stakeholders to resolve them in a timely manner.
• Prepare management updates, project documentation, user guides and training materials to support implementation and change management.
• Analyse system performance, operational data and user feedback to identify enhancement opportunities and recommend continuous improvements.
• Develop dashboards, reports and performance metrics to support business monitoring and decision-making.
• Support procurement activities, vendor management and compliance with organisational, IT security and data governance policies.
• Keep abreast of emerging technologies, digital trends and best practices to drive innovation and improve service delivery.

[What we are looking for]

Qualifications and Experience

• Relevant Qualifications in Computer Science, Information Systems, UX/UI, business or a related discipline.
• At least 5 years of relevant experience in systems analysis, business analysis, digital product delivery or project management.
• Strong experience in requirements gathering, business process analysis, business process re-engineering, stakeholder engagement, and change management.
• Good understanding of system development lifecycle (SDLC), Agile delivery methodologies and enterprise systems integration.
• Experience working with cross-functional teams comprising business users, technical teams and vendors.
• Familiarity with ICT governance, procurement, IT security and data management practices is an advantage.
