System Analyst (Product Office) – Housing Management Group

Job summary

Housing and Development Board is seeking a proactive System Analyst to translate business needs into effective digital solutions and to drive continuous improvements in user experience and processes. You will collaborate with business process owners, product teams, developers and vendors to design and implement systems that meet operational needs and enhance service delivery.

The role requires strong SDLC and Agile knowledge, stakeholder engagement and the ability to deliver end-to-end projects

Qualifications

• Relevant Qualifications in Computer Science, Information Systems, UX/UI, business or a related discipline.
• At least 5 years of relevant experience in systems analysis, business analysis, digital product delivery or project management.
• Strong experience in requirements gathering, business process analysis, stakeholder engagement, and change management.
• Good understanding of SDLC, Agile delivery methodologies and enterprise systems integration.
• Experience working with cross-functional teams comprising business users, technical teams and vendors.
• Familiarity with ICT governance, procurement, IT security and data management practices is an advantage.

Responsibilities

• Partner business stakeholders to understand business needs, analyse requirements and identify opportunities to improve business processes through digital solutions.
• Translate business requirements into clear functional specifications, user stories and system requirements for technical teams and vendors.
• Work closely with process owners, tech product specialists, developers and vendors to design, develop and implement digital solutions that meet business and operational needs.
• Facilitate stakeholder discussions to align business objectives, solution design and implementation plans.
• Conduct business process analysis, process re-engineering and feasibility studies to support solution design and digital transformation initiatives.
• Define and drive the long-term product roadmap and strategic direction, prioritising initiatives in alignment with organisational objectives.
• Manage the end-to-end delivery of system enhancements and projects, including planning, implementation, testing, deployment and post-implementation support.
• Coordinate User Acceptance Testing (UAT), develop test scenarios and acceptance criteria, and ensure solutions meet business requirements and quality standards.
• Monitor project progress, identify risks and issues, and work with stakeholders to resolve them in a timely manner.
• Prepare management updates, project documentation, user guides and training materials to support implementation and change management.
• Analyse system performance, operational data and user feedback to identify enhancement opportunities and recommend continuous improvements.
• Develop dashboards, reports and performance metrics to support business monitoring and decision-making.
• Support procurement activities, vendor management and compliance with organisational, IT security and data governance policies.
• Keep abreast of emerging technologies, digital trends and best practices to drive innovation and improve service delivery.

What we are looking for:
