The ideal candidate will have a degree in Quantity Surveying or related fields and at least 5 years of experience in procurement within the construction sector. This role requires strong negotiation skills and a good understanding of LTA standards.

Qualifications

• 5 years of procurement or contract management experience within the construction/infrastructure sector.
• Knowledge of LTA Conditions of Contract and public sector procurement is advantageous.

Job description

This is a critical role responsible for managing the full procurement lifecycle, ensuring compliance with LTA requirements, and safeguarding commercial interests across high-value civil engineering packages.

Procurement Management

• Lead end-to-end procurement for LTA civil and underground projects, including sourcing, tendering, vendor evaluation, negotiation, and award.
• Develop procurement strategies aligned with project schedules, cost targets, and risk considerations.
• Prepare tender documentation, cost comparisons, scopes of work, and recommendation reports.
• Conduct market analysis to secure competitive pricing and reliable specialist subcontractors.

Compliance & Governance

• Maintain strict adherence to procurement controls, audit requirements, and LTA standards.
• Establish proper documentation, records management, and procurement reporting.
• Monitor contract performance and ensure fulfilment of contractual obligations.

Requirements

• Degree in Quantity Surveying, Civil Engineering, Construction Management, Business, or related discipline.
• 5 years of procurement or contract management experience within the construction/infrastructure sector.
• Knowledge of LTA Conditions of Contract and public sector procurement has an added advantage
