Job summary

Pro-Matrix Pte Ltd. is seeking a skilled Site Construction Manager in Singapore to lead site activities and ensure project milestones are met.

You will manage construction teams, monitor progress, and coordinate with clients, consultants, and suppliers to deliver on time and within budget. You will oversee M&E coordination, QA/QC, EHS compliance, and tender-related duties, including technical evaluations, clarifications, and handover preparations.

Responsibilities

• Develop and manage site construction schedule in line with milestones.
• Manage all site construction personnel and activities.
• Monitor compliance to codes, QA/QC policies, and specifications.
• Interact daily with clients to interpret needs and represent them in the field.
• Oversee site functions: Site Management, Project Control, Engineering, Procurement, Construction.
• Monitor daily site progress and report to the Project Manager.
• Ensure EHS and QA/QC standards by trade contractors.
• Coordinate with all trade contractors for smooth operation.
• Handle variations and additional works as required.
• Lead and chair weekly trade cons coordination meetings.
• Attend weekly client-consultant meetings.
• Prepare and submit M&E tenders, review specs, cost estimates, and timelines.
• Liaise on tender clarifications and conduct evaluations.
• Support handover to operations through HOTO.
• Review preliminary site incident reports.
• Assess subcontractor progress claims monthly.

Job description

• · Develop and manage site construction schedule in accordance with the project milestones.
• · Manage all site construction personnel and activities.
• · Monitoring compliance to applicable codes, practices, QA/QC policies, performance standards and specification.
• · Interact daily with the clients to interpret their needs and requirements and represent them in the field.
• · Responsible for project functions, e.g. Site Management, Project Control Management, Engineering Management, Procurement, Construction Management, etc.
• · Manage and monitor the daily site progress and report timely to the Project Manager.
• · Ensure EHS and QA/QC standards of works by trade cons are met.
• · Always ensure coordination and communication with all trade cons.
• · Responsible for any additional works or changes that constitute a variation.
• · Oversee M&E Combined Services Drawing (CSD), M&E Reflected Ceiling Plan (RCP), M&E Services relating to structural items.
• · Lead and chair weekly trade cons coordination meeting.
• · Attend weekly client-consultant meeting.
• · Preparation and submission of M&E tenders, including reviewing technical specifications, cost estimates and project timelines.
• · Responsible for tender, pre-contract and post contract duties.
• · Liaise and prepare tender clarifications.
• · Conduct detailed technical evaluations of tender documents to ensure compliance with project requirements and industry standards.
• · Identify potential risks and challenges associated with tender submissions and develop mitigation strategies.
• · Assist in preparation of presentation, technical write up for tender submission/interview and attendance of tender interview.
• · Involve in project write up on scope of work, manpower histogram, programs and project schedule using Microsoft Project software.
• · Provide technical expertise and guidance to support the decision-making process during tender evaluations.
• · Evaluating quotations from sub-cons/suppliers according to tender requirement.
• · Ensure compliance to regulatory and statutory requirements.
• · Lead and coordinate with CSA contractors for the site implementation plan, construction plan in terms of logistic, work sequencing to meet the requirements for various project milestone dates.
• · Be observant to the daily site operation and react promptly to the arising site issues.
• · Lead the HOTO process and ensure a smooth project handover to Ops team.
• · Review/ approve the preliminary site incident report.
• Preliminary assessment on the subcons’ progress claim monthly.
