KEY RESPONSIBILITIES
Quality Assurance / Environmental, Health & Safety (EHS) Support
- Ensure subcontractors comply with QA / EHS requirements on site
- Follow up on site quality inspection comments
- Ensure subcontractors get it "first time right" to prevent abortive works
- Attend weekly EHS meetings
- Attend drawing reviews by the Director, Audit and Improvement
- Comply with the Project Quality Plan
Project Support
- Ensure the procurement list is in order and on schedule
- Attend monthly design meetings
- Review tender documents
- Flow down client contract obligations to subcontractors in sub-contract documents
Finance Support
- Ensure works are executed within budget
- Prepare cost reports on time
- Ensure progress payments are submitted on time
- Finalise accounts with all vendors within 3 months of TOP
Business Development Support
- Prepare construction schedules and construction sequences
- Provide method statements (MS)
People Management
- Act as direct reporting manager for all site engineering staff:
- Senior Site Engineers
- Site Engineers
- M&E Engineers
- Site Supervisors
- Recommend and carry out hiring and removal of engineers
- Oversee the assignment of engineers to individual projects
- Conduct training for the Construction Management team
Meetings
- Conduct site progress meetings with subcontractors to resolve site issues and monitor progress
- Attend pre-construction meetings
- Attend site quality inspections
Construction Authority
- Conduct tender interviews for subcontractor tenders / quotations
- Shortlist and recommend the award of sub-contracts for various trades
- Approve monthly progress payments
- Negotiate and approve variation orders (VOs) for subcontractors
- Make decisions on variations and drawing discrepancies during construction
- Make decisions on resolving construction and site-related matters
Construction Responsibilities
- Ensure works are executed within budget and schedule
- Ensure works meet the quality and specifications in the contract documents
- Ensure compliance with QA / EHS requirements
- Maintain zero incidents and zero defects on site
- Check working drawings and identify discrepancies for resolution
- Supervise works according to approved drawings and specifications
- Maintain proper site documentation
- Prevent abortive works through strict supervision and a "do it right the first time" culture
- Ensure mock-ups are carried out before works begin on site
Other Responsibilities
- Conduct in-house training for construction personnel
- Expand and improve construction management procedures, processes and documentation
- Assist in implementing a document management system for the Construction Management department
- Ensure CoreTrade compliance
- Ensure timely EPSS data submission
- Achieve planned C-Score targets and submissions
- Continuously improve the company's productivity and competitive advantage
- Ensure all project documents are uploaded to SharePoint within 3 months of TOP
REQUIREMENTS
- Degree in Engineering or another building-related discipline
- At least 5 years of experience in a similar capacity
- Good knowledge of approval processes with relevant government agencies
- Good knowledge of the Building Control Act and its subsidiary legislation, including applicable codes and regulations
- Well-rounded knowledge of C&S, M&E and Architectural works
- Proficient in project management applications and tools
