Job summary

SUMMIT BUILDGROUP PTE. LTD. is seeking an experienced Site Operations and Project Planning professional to oversee multi-disciplinary works across structural, civil, architectural, and M&E packages on major Singapore projects.

You will direct Site Agents, Project Engineers, and Supervisors to meet key milestones. You will lead safety, regulatory compliance, and quality assurance, coordinate with clients, QPs, consultants and subcontractors, and drive value engineering and cost control to

• Evaluate subcontractors, manage tenders, awards, and procurement logistics.
• Monitor budgets, productivity, VE opportunities and optimize costs and margins.

Job description

Key Responsibilities

• 1. Overall Site Operations & Project Planning

  Manage multi-disciplinary works across structural, civil, architectural, and M&E packages.

  Direct and oversee Site Agents, Project Engineers, and Site Supervisors to ensure progress meets key contractual milestones.

  Lead regular project coordination meetings with clients, QPs (Qualified Persons / Professional Engineers), consultants, and subcontractors.

• 2. Statutory Regulatory Compliance & Agency Clearance

  Ensure full operational alignment with regulatory authorities in Singapore, including BCA , MOM , LTA , NEA , PUB , and SDFF .

  Coordinate technical submissions, Method Statements (MOS), Risk Assessments (RA), and safe lifting plans for QP/PE approval prior to work execution.

  Ensure site practices adhere to NEA environmental regulations (filtration control/ECM, noise boundary limits, vector control, and waste management).

• 3. Safety Leadership & Quality Assurance (WSH & BCA CONQUAS)

  Drive site safety culture and uphold the company's bizSAFE Level 3 / Star requirements alongside the WSH Officer.

  Review and approve Permit-to-Work (PTW) protocols for critical operations (e.g., heavy lifting, complex steel erection, deep excavation, working at height).

  Spearhead Quality Management Systems to hit target BCA CONQUAS scores and minimize Non-Conformance Reports (NCRs).

  Manage defect rectification cycles prior to joint inspections with the Resident Engineer (RE) and Resident Technical Officer (RTO).

• 4. Subcontractor & Procurement Management

  Participate in tender evaluation, work scope definition, and award negotiations for subcontracts, machinery leases, and structural supply packages.

  Evaluate subcontractor performance, verify progress payment claims, and manage variations or potential extension of time (EOT) claims.

  Optimize raw material logistics, off-road equipment utilization, and on-site material staging to eliminate wastage and double handling.

• 5. Cost Control & Value Engineering

  Monitor site expenditure against project budgets, tracking productivity metrics, manpower utilization, and equipment downtime.

  Identify constructability issues early and propose Value Engineering (VE) or alternative erection/fabrication solutions to improve productivity and margins.
