Singapore Institute of Technology's SITLEARN division is seeking a Manager, Programme Development to lead strategy, design and lifecycle management of CET programmes. You will translate industry needs into learning offerings and collaborate with Business Development, Planning, Marketing, Grants and Operations to ensure quality and launch readiness.

You will develop and maintain a strong trainer and partner ecosystem, monitor learner outcomes and financial indicators, and drive portfolio

Qualifikationen

• Tertiary qualification with 6–8 years in programme development or CET roles.
• Experience in adult learning, professional education, or workforce development.
• Strong grounding in instructional design and outcome-based education.
• Familiarity with Singapore CET and SkillsFuture funding/compliance.
• Strong stakeholder management and cross-functional collaboration.
• Ability to make data-informed decisions using enrolment and performance metrics.

Aufgaben

• Lead programme strategy, design and product ownership for assigned CET programmes, including learning outcomes, curriculum structure, delivery model and funding alignment.
• Identify industry capability gaps and translate them into coherent programme concepts, pathways or offerings that address real workforce needs.
• Manage the programme portfolio lifecycle by reviewing programme performance, learner outcomes, market relevance and financial indicators, and recommending programmes to scale, refresh, consolidate or retire.
• Develop and sustain a strong trainer and partner ecosystem, including faculty, associate trainers and training partners, to deliver high-quality learner outcomes.
• Work closely with internal stakeholders across Business Development, Planning, Marketing, Grants and Operations teams to ensure programme quality, launch readiness and ongoing improvement.
• Use learner, client and workplace feedback to strengthen programme impact and continuously improve programme design and delivery.
