Job summary

SG Enable in Singapore seeks a dynamic Senior Manager to support the development, implementation and evaluation of caregiver support initiatives, partnering with public and people sector stakeholders to strengthen the local caregiver ecosystem. You will contribute to Caregiver Support Touchpoints, work with service providers to set up new CSTs and evaluate outcomes.

The role emphasizes evidence-based service design and cross-sector collaboration.

Qualifications

• Degree in any discipline with at least 8 years of relevant experience in social services, healthcare, community care, disability or public sector.
• Experience in research and evaluation.
• Knowledge of service development and management, review of service models, implementation frameworks, theory of change or logic models.
• Strong understanding of caregiver needs, community resources and cross-sector service delivery is advantageous.
• Strong stakeholder engagement and relationship-building skills across agencies and sectors.
• Excellent written and verbal communication, ability to synthesize complex information and drive alignment.
• Strong analytical, planning and problem-solving skills, with ability to translate insights into practical service improvements.
• Comfortable with Excel and basic data handling (formulas and pivots).

Responsibilities

• Support conceptualisation and implementation of caregiver support initiatives.
• Monitor programme performance against objectives and goals; identify improvement opportunities.
• Oversee partners’ pre-operations and implementation of caregiver support initiatives.
• Draft funding agreements, indicators and communication guidelines; lead change management.
• Collaborate with external evaluators to define and execute evaluation plans for pilots.
• Ensure milestones and timelines are met; refine data requirements for programmes.
• Engage stakeholders across social services, healthcare, community and public sectors; manage communications for caregivers and the public.
• Perform secretariat duties and assist in planning divisional events as needed.
