About Keyrus and the Role
Keyrus is hiring a skilled Banking Consultant / Business Analyst to join our team on-site with a major international bank in Singapore. This role is key for defining and implementing the technical and procedural standards necessary to comply with BCBS 239 and enhanced data governance for local regulatory reporting, driven by MAS mandates.
Key Responsibilities
- Standard Definition & Documentation
- Conduct the necessary Gap Analysis Review between the bank's global practices and local laws/regulations to ensure full compliance.
- Formalize the application of BCBS 239 to the scope of local regulatory reports, collaborating closely with Compliance, CFO, and CRO stakeholders.
- Lead operational workshops to define and document procedures and organization (step-by-step operational guidelines) for data management activities.
- Data Quality and Lineage Implementation
- Drive the implementation of End-to-End Data Lineage for Critical Data Elements within Singapore's regulatory reports, utilizing the bank's metadata and data flow tooling.
- Develop the Data Quality Scorecard and Automated Dashboard, establishing prioritization and aligning with global data governance standards.
- Define the APAC Data Knowledge Framework (Metadata Model and Data Quality Framework) to formalize critical data selection, rules, controls, and Key Quality Indicators.
- Governance and Risk Procedures
- Establish the Data Issue Workflow (JIRA), defining clear escalation criteria and integrating with Group practices for robust follow-up and resolution.
- Define and document Operational Risk Data Management Guidelines, creating a formal link between Data Quality Issues (DQI) and operational incidents and harmonizing Risk and Control Self-Assessments (RCSA).
- Contribute to the preparation of essential governance documents, such as the Board & ExCo Data Governance Quarterly Pack and the MAS Regulatory Reporting Pack (Evidence of Compliance).
Required Skills and Experience
- Proven experience (5+ years) as a Business Analyst or Consultant in the Banking/Financial Services sector.
- Deep functional and technical knowledge of BCBS 239 principles and their application in data management and regulatory reporting (RDARR).
- Strong practical experience with data management concepts, including Data Quality, Metadata Management, and implementing Data Lineage.
- Familiarity with the regulatory environment in Singapore and MAS supervisory expectations.
- Good analytical skills, with a proven ability to translate regulatory requirements into actionable business and functional specifications.
- Good communication, presentation, and stakeholder engagement skills.
