Job summary

Talent Link by e2i is seeking an experienced HR Generalist to manage the end-to-end employee lifecycle, payroll, and HR operations for our Industry Partner in the private sector.

You will collaborate with business leaders on manpower planning, recruitment, onboarding, payroll accuracy, statutory compliance, and HR policy guidance, while maintaining records and supporting learning and development initiatives.

Qualifications

  • Bachelor’s degree in HR or related discipline.
  • IHRP certification preferred.
  • 8+ years of HR Generalist experience with 2–3 years payroll hands-on.
  • Experience in learning and development is a plus.
  • Strong knowledge of HR best practices and Singapore employment law.
  • Excellent communication and confidentiality across levels.
  • High accuracy in payroll administration and HR operations.
  • Proficient in HRIS and Microsoft Office Suite; process improvement mindset.

Responsibilities

  • Manage end-to-end employee lifecycle including recruitment, onboarding and offboarding.
  • Partner with leaders on manpower planning, recruitment and candidate selection.
  • Advise managers on HR policies and support performance management.
  • Maintain accurate employee records and HR documentation.
  • Oversee monthly payroll with outsourced vendor and CPF submissions.
  • Administer leave, benefits, insurance and statutory contributions.
  • Process MOM surveys and government-paid claims (MUP, IR21, IR8A, WICA).
  • Coordinate payroll with Finance and external stakeholders; ensure compliance.
  • Prepare payroll reports for management, auditors and regulators.
  • Coordinate training programs, registrations, and attendance; support learning.
  • Administer SDF and absentee payroll claims.

Job Descriptions
  • Manage the end-to-end employee lifecycle, including recruitment, onboarding and offboarding.
  • Partner with business leaders on manpower planning, recruitment and candidate selection.
  • Advise managers and employees on HR policies and support performance management processes.
  • Maintain accurate employee records and HR documentation.
  • Oversee monthly payroll with the outsourced vendor, ensuring accurate salary payments, CPF submissions and statutory compliance.
  • Administer leave, employee benefits, insurance and statutory contributions, while addressing employee enquiries.
  • Process MUP, IR21, IR8A, WICA and government-paid claims.
  • Coordinate payroll matters and reporting with Finance, government agencies and external stakeholders.
  • Prepare and submit MOM surveys and other statutory reports.
  • Analyse payroll expenditure and support annual budgeting and forecasting.
  • Consolidate payroll reports for management, Finance, auditors and regulatory requirements.
  • Coordinate training programmes, registrations, logistics, enrolments, attendance and employee records.
  • Support employees and stakeholders on learning-related matters.
  • Administer SDF and absentee payroll claims.
Job Requirements
  • Bachelor’s Degree in Human Resource Management, or a related discipline
  • IHRP certification preferred
  • Minimum 8 years of HR Generalist experience, with at least 2-3 years of hands‑on payroll management experience.
  • Experience in learning and development will be an added advantage
  • Strong knowledge of HR best practices, Singapore employment legislation and statutory requirements
  • Excellent communication and interpersonal skills, with the ability to build strong working relationships and maintain confidentiality across all levels of the organisation
  • High level of accuracy and attention to detail, particularly in payroll administration and HR operations
  • Proficient in the use of Human Resource Information Systems and Microsoft Office Suite
  • Demonstrated ability to drive process improvement and enhance HR operational effectiveness
