Job summary

Ministry of Defence of Singapore is seeking a Training Management Lead to oversee the Command and its Groups' training programmes, resources, and the DCLWP. You will drive continuous learning initiatives and ensure training requirements are effectively supported across the Command.

The role requires strong leadership, budget governance, and stakeholder engagement, with at least six years in training management.

Qualifications

• Education in Business Management or a related field is preferred.
• At least 6 years of relevant experience in training management.
• Strong understanding of training management, workforce development, budget management, and financial governance.
• Strong leadership and people management skills with ability to supervise, guide, and develop staff.
• Good stakeholder engagement and communication skills.

What The Role Is

You will be responsible for training management for the Command and its Groups, overseeing courses, training resources, and the Digital and Intelligence Service (DIS) Continuous Learning Work Plan (DCLWP). You will drive continuous learning initiatives and ensure training requirements are effectively supported across the Command.

What You Will Be Working On

• Understand the training, learning, and expertise development needs
• Promote awareness of training opportunities, continuous learning programmes, and development initiatives
• Review and endorse training requirements, nominations, and budget submissions
• Oversee training resources, training-related budgets, purchase requisitions, and expenditure
• Monitor training participation, learning outcomes, and budget utilisation
• Ensure compliance with financial governance and audit requirements
• Supervise and guide staff in training administration, stakeholder engagement, and budget management
• Provide regular updates and recommendations on training and workforce development matters

• Understanding the diverse training and expertise development needs across Command and Groups, while balancing requirements against available course opportunities and budget resources
• Driving participation in continuous learning initiatives and supervising staff while ensuring timely delivery of training and development outcomes across multiple stakeholders

What We Are Looking For
