Job summary

MINDEF in Singapore seeks an experienced learning and development professional to lead the Army Logistics Training Institute's training and development efforts. You will strengthen standards, refine content, and embed modern pedagogy into the LMS and delivery frameworks.

You will drive curriculum development, standardise instructional design, and collaborate with LMS teams and external partners to enable accreditation and learning transformation across units.

Qualifications

  • Education in Instructional Design, Learning & Development or related field.
  • 4+ years in curriculum development or training management preferred.
  • Experience collaborating with LMS or digital learning teams.
  • Experience engaging external partners such as IHLs and industry.

Responsibilities

  • Oversee curriculum development and periodic review of training programmes.
  • Refine lesson plans, instructional strategies and assessments.
  • Develop and standardise pedagogical frameworks with adult learning and blended learning.
  • Collaborate with LMS administrators to embed sound pedagogy into digital platforms
  • Guide instructors on facilitation practices and modern learning methods
  • Monitor training effectiveness using feedback and performance data
  • Identify opportunities for accreditation or co-development with IHLs
  • Advise leadership on training enhancements and learning transformation
  • Ensure consistency in instructional standards across units
  • Translate operational requirements into effective learning design

Job description

What the role is:

You lead training and learning development efforts within the Army Logistics Training Institute (ALTI), strengthening training and learning standards, refining lesson content, and embedding effective pedagogical approaches into the Institute's Learning Management System (LMS) and training delivery frameworks.

What you will be working on:
  • Oversee curriculum development and periodic review of training programmes, aligning them with operational competency requirements
  • Refine lesson plans, instructional strategies and assessment approaches to standardise lesson structures across units
  • Develop and standardise pedagogical frameworks that integrate adult learning and blended learning principles
  • Work with Institute's Learning Management System (LMS) administrators to incorporate sound pedagogy into digital learning platforms and enhance quality of digital learning materials
  • Guide instructors on effective facilitation practices and drive adoption of modern learning methodologies
  • Monitor training effectiveness through feedback and performance data whilst implementing structured evaluation mechanisms
  • Identify opportunities for accreditation, certification or co-development with Institutes of Higher Learning (IHL) and industry stakeholders
  • Advise leadership on training enhancement initiatives and drive learning transformation across multiple training units
  • Driving pedagogical improvements within established training systems
  • Ensuring consistency in instructional standards across multiple units
  • Translating operational requirements into effective learning design
  • Balancing innovation with structured training governance
What we are looking for:
  • Education in Instructional Design, Learning & Development or a related field
  • At least 4 years relevant experience in curriculum development or training management is preferred
  • Experience collaborating with LMS or digital learning teams
  • Experience engaging external partners such as Institutes of Higher Learning or industry stakeholders
  • Strong knowledge of adult learning principles and instructional design methodologies
  • Strategic mindset with strong stakeholder management skills
  • Good analytical and communication abilities
  • Team player with strong instructional expertise and ability to drive learning transformation (Applicants with no experience may apply.)
