Job summary

Recruit Express Pte Ltd in Singapore is seeking a Senior HR/Payroll specialist to manage end-to-end payroll, salary administration, and benefits programmes. You will coordinate with insurers and vendors and ensure accurate payroll processing and reporting.

The role requires deep knowledge of Singapore employment law, CPF, IRAS, WICA, and statutory requirements, with hands-on experience in payroll systems and vendor management.

Qualifications

• Diploma or Degree in HRM, Business Administration, Finance, or related discipline.
• 6+ years HR experience with 5+ years payroll administration.
• Experience with end-to-end payroll and benefits administration.
• Hands-on with WICA, employee insurance and claims management.

Responsibilities

Key Responsibilities:

• Manage end-to-end payroll processing, payroll reconciliations, and payroll-related employee matters.
• Administer compensation and benefits programmes, including salary administration and employee welfare initiatives.
• Manage Workplace Injury Compensation Act (WICA) and employee insurance claims, including coordination with insurers, brokers, medical providers, and relevant authorities.
• Ensure compliance with statutory requirements, including CPF, IRAS submissions, AIS, Make-Up Pay, Government-Paid Leave claims, and related reporting.
• Support employee lifecycle processes, including onboarding, employment changes, offboarding, and HR documentation.
• Prepare HR reports, workforce analytics, and management dashboards.
• Support HR systems administration, process improvements, and digitalisation initiatives.
• Serve as a key HR contact for payroll, benefits, compensation, and insurance-related enquiries.

Qualifications & Experience:

• Diploma or Degree in Human Resource Management, Business Administration, Finance, Accountancy, or a related discipline.
• Minimum 6 years of HR experience, with at least 5 years of hands-on payroll administration experience.
• Proven experience managing end-to-end payroll, compensation and benefits administration.
• Hands-on experience handling WICA, employee insurance, and claims management.
• Strong knowledge of Singapore employment legislation, CPF, IRAS, and statutory requirements.
• Experience working with payroll vendors and HR systems.
• Experience within the social service, healthcare, education, or non-profit sector would be advantageous.
