Job summary

Recruit Express Pte Ltd seeks an experienced Payroll & HR Specialist for a contract role in Bishan. You will manage end-to-end payroll, benefits, and compliance, coordinating with insurers and authorities as needed.

The ideal candidate has 6+ years in HR with payroll expertise, strong CPF/IRAS knowledge, and familiarity with HR systems and vendors. Immediate start; duration through Dec 2026 with renewal possible.

Qualifications

• Diploma or Degree in HRM, Business Admin, Finance, or related field.
• Minimum 6 years of HR experience with at least 5 years in payroll administration.
• Proven end-to-end payroll management experience.
• Hands-on with WICA, employee insurance, and claims management.
• Strong knowledge of Singapore employment legislation, CPF, IRAS.
• Experience with payroll vendors and HR systems; sector experience a plus.

Duration: Immediate - End Dec 2026 (with potential renewal or conversion based on performance and organisational headcount)

Salary: Up to $5500

Job Responsibilities:

• Manage end-to-end payroll processing, payroll reconciliations, and payroll-related employee matters.
• Administer compensation and benefits programmes, including salary administration and employee welfare initiatives.
• Manage Workplace Injury Compensation Act (WICA) and employee insurance claims, including coordination with insurers, brokers, medical providers, and relevant authorities.
• Ensure compliance with statutory requirements, including CPF, IRAS submissions, AIS, NS Make-Up Pay, Government-Paid Leave claims, and related reporting.
• Support employee lifecycle processes, including onboarding, employment changes, offboarding, and HR documentation.
• Prepare HR reports, workforce analytics, and management dashboards.
• Support HR systems administration, process improvements, and digitalisation initiatives.
• Serve as a key HR contact for payroll, benefits, compensation, and insurance-related enquiries.

Job Requirements:

• Diploma or Degree in Human Resource Management, Business Administration, Finance, Accountancy, or a related discipline.
• Minimum 6 years of HR experience, with at least 5 years of hands-on payroll administration experience.
• Proven experience managing end-to-end payroll, compensation and benefits administration.
• Hands-on experience handling WICA, employee insurance, and claims management.
• Strong knowledge of Singapore employment legislation, CPF, IRAS, and statutory requirements.
• Experience working with payroll vendors and HR systems.
• Experience within the social service, healthcare, education, or non-profit sector would be advantageous.
