One95 Global seeks an experienced Technical Manager to lead technical and design delivery for a major public realm and infrastructure programme in Riyadh, Saudi Arabia. The role owns the project’s technical strategy, governance, and multidisciplinary integration from concept through to handover.

The ideal candidate has 15+ years of infrastructure/public realm delivery, with senior leadership experience and strong stakeholder management.

Qualifications

• Minimum 15+ years’ experience delivering major infrastructure and public realm projects.
• Bachelor’s Degree in Civil Engineering, Architecture, Urban Design, Landscape Architecture, or related discipline.
• Proven experience with leading main contractors, engineering consultancies, or major developers.
• Previous roles: Technical Manager, Senior Design Manager, Engineering Manager, or Design Director.
• Strong understanding of public realm design, urban infrastructure, landscape integration, highways, drainage, utilities, and stakeholder management.

Responsibilities

• Lead the overall technical and design management function across major public realm and infrastructure projects.
• Manage multidisciplinary design teams covering highways, utilities, drainage, landscape, urban design, hardscape, streetscape, lighting, and public realm infrastructure.
• Act as the primary technical interface between the client, consultants, authorities, internal project teams, and construction stakeholders.
• Oversee design development, technical reviews, design coordination, approvals, value engineering, and change management processes.
• Ensure technical deliverables meet programme requirements, budget constraints, regulatory requirements, and construction objectives.
• Drive design quality, technical compliance, buildability, and risk management throughout the project lifecycle.
• Coordinate authority approvals and technical submissions with relevant government agencies and stakeholders.
• Support procurement and construction teams by providing technical leadership and resolving complex design and engineering issues.
• Lead design workshops and technical reviews to ensure all disciplines are fully integrated and coordinated.
• Manage technical risks and opportunities while ensuring alignment between design intent and project execution.
• Provide technical leadership to Engineering Managers, Design Managers, consultants, and project teams.

Overview

A leading main contractor is seeking an experienced Technical Manager to join their Riyadh-based team, supporting the delivery of a major public realm and infrastructure programme in Saudi Arabia. This is a senior leadership role responsible for managing the technical and design delivery of complex public realm projects, ensuring engineering solutions are fully coordinated, buildable, compliant, and aligned with project objectives from concept through to construction and handover. Unlike an Engineering Manager, whose focus is primarily on engineering coordination, design implementation, and construction support, the Technical Manager will take overall ownership of the project's technical strategy, design management, stakeholder coordination, approvals, technical governance, and multidisciplinary design integration.

• In-depth knowledge of design management, technical governance, authority approvals, and project delivery processes.
• Experience coordinating with government bodies, utility providers, and major project stakeholders.
• Previous Saudi Arabian or GCC project experience is highly desirable.
• Strong leadership, communication, technical, and stakeholder management skills.
• Experience delivering city developments, urban regeneration programmes, transportation projects, giga projects, or major public realm schemes would be highly advantageous.
