Qualifications

• 15+ years of civil engineering and infrastructure delivery experience.
• Experience as Engineering Manager, Design Manager or Senior Project Engineer on major projects.

Overview

A Tier 1 main contractor is seeking experienced Engineering Managers (Senior & mid-level) to support the delivery of major flagship infrastructure and public realm programmes in Saudi Arabia. These are key leadership positions responsible for managing multidisciplinary engineering and design activities across high-profile urban development, streetscape, landscape, mobility, and public realm works from pre-construction through to project delivery.

Responsibilities

• Lead and manage all engineering and technical aspects of major public realm and infrastructure projects from design development through construction and handover.
• Provide engineering leadership across roads, highways, utilities, drainage, landscape, hardscape, urban realm, and associated civil infrastructure works.
• Coordinate and manage design consultants, ensuring engineering solutions are practical, buildable, cost-effective, and aligned with project objectives.
• Act as the primary engineering interface between the client, consultants, authorities, construction teams, and subcontractors.
• Oversee engineering deliverables, technical reviews, design approvals, value engineering initiatives, and design change management.
• Ensure compliance with local authority requirements, Saudi regulations, project specifications, and international engineering standards.
• Support procurement and construction teams by resolving technical issues and providing engineering guidance throughout project execution.
• Identify and mitigate engineering and design risks whilst driving programme certainty and technical excellence.
• Manage multidisciplinary engineering teams and mentor engineering staff across the project lifecycle.
• Contribute to senior-level reporting, stakeholder engagement, and project strategy discussions.

Qualifications

• Minimum 15+ years’ experience within civil engineering, infrastructure, and public realm project delivery.
• Bachelor’s Degree in Civil Engineering or a related engineering discipline.
• Proven experience working for reputable main contractors on large-scale infrastructure and public realm projects.
• Extensive knowledge of roads, utilities, drainage, landscape, hardscape, urban realm, and streetscape developments.
• Demonstrated experience in Engineering Manager, Design Manager, or Senior Project Engineering roles on major projects.
• Strong understanding of design management and engineering coordination within design-and-build contracting environments.
• Experience managing consultant teams, technical approvals, permitting processes, and stakeholder interfaces.
• Previous experience delivering projects within Saudi Arabia or the wider GCC region is highly desirable.
• Excellent leadership, communication, and stakeholder management capabilities.
• Experience on giga projects, city developments, transportation programmes, or major urban regeneration schemes would be highly advantageous.
