Qualifications

Responsibilities

Job description

Lead and manage the Technical Facilities program for the Client's national infrastructure program, from site acquisition through construction and handover, ensuring all Civil, Mechanical, and Electrical (CME) works are delivered to the approved design, on schedule, and through the agreed quality gates. The Technical Facilities Program Manager acts as the Client's Owner's Engineer, governing and assuring EPC contractors, OEMs, and specialist vendors rather than self-performing. The ideal candidate should have strong construction and infrastructure delivery experience in the Middle East, with substantive knowledge of the Syrian market.

Job Description & Responsibilities:

• Govern CME facilities delivery across the program, overseeing and assuring Engineering, Procurement, and Construction (EPC) contractors, OEMs, and specialist vendors on behalf of the Client.
• Lead the Technical Facilities program end-to-end across design assurance, procurement support, construction oversight, and handover.
• Maintain the approved project baseline and assess every design change through formal change control before implementation.
• Break the CME scope into work orders, milestones, and dependencies, and maintain the project implementation plan using Primavera P6 or Microsoft Project.
• Direct Senior Project Managers, Site Managers, and CME Project Managers, ensuring alignment between design intent and construction execution.
• Lead technical input to EPC, OEM, and vendor bids and onboarding in support of the Client's procurement activities, with final award decisions made by the Client.
• Govern the design-to-construction interface across Civil, Mechanical, and Electrical disciplines and manage specialist design partners throughout project delivery.
• Establish and enforce the QA/QC regime, including Inspection and Test Plans (ITPs), Non-Conformance Reports (NCRs), inspections, and quality documentation.
• Maintain program risk, dependency, and escalation logs, proactively reporting issues to the Client before they impact delivery.
• Produce daily, weekly, and monthly progress reports for the Management Committee.
• Govern site safety, access management, and sanctions compliance throughout project delivery.
• Provide technical leadership and coordination across all project stakeholders to ensure successful project execution and handover.

Qualifications & Experience:

• Bachelor's degree in Civil, Mechanical, or Electrical Engineering; a Master's degree is an advantage.
• Minimum 10–12 years of engineering and project delivery experience.
• Demonstrated experience managing multi-site CME, MEP, or building services programs, with responsibility for schedule, quality, cost, and project handover.
• Strong knowledge of Civil, Mechanical, and Electrical systems, including power distribution, HVAC, fire protection, building services, and construction delivery.
• Practical experience in QA/QC, contractor management, construction oversight, procurement support, and change control.
• Project Management Professional (PMP) certification required, with proficiency in Primavera P6 or Microsoft Project.
• Substantive knowledge of the Syrian market, including local permitting processes and awareness of applicable sanctions regimes.
• Strong communication and stakeholder management skills.
• Fluent English is required; Arabic is required.
