Job summary

Norconsult Telematics seeks a Senior Program Manager to lead the Project Management Consultancy across a national infrastructure program in Saudi Arabia, spanning modular construction and renovation of operation centers and WIM stations.

You will govern design, procurement, construction, cost and risk to handover, reviewing submittals after CSC first-line checks and guiding delivery to budget and quality targets.

Qualifications

• 18–20 years in construction project and program management, multi-site leadership.
• Experience governing design offices, supervision consultants, contractors.
• DfMA/P-DfMA experience with off-site production.
• Knowledge of SBC and ISO 9001; BIM ISO 19650 familiarity.
• PMP certification required; PgMP preferred; Saudi/GCC delivery experience preferred.

Give final review and approval of submittals on the modular new-build stream after the CSC s first-line check and govern the delivery-stream leads who hold final technical approval on renovation and fit-out holding delivery to program budget and quality targets.

Job Description & Responsibilities

• Lead the Project Management Consultancy PMC across a national infrastructure program in the Kingdom of Saudi Arabia spanning new modular construction and the renovation and fit-out of operation centers and weigh-in-motion WIM stations governing design procurement construction cost and risk to handover. Give final review and approval of submittals on the modular new-build stream after the CSC s first-line check and govern the delivery-stream leads who hold final technical approval on renovation and fit-out holding delivery to program budget and quality targets.
• Lead the entire PMC portfolio across multiple sites and disciplines establishing program standards governance the target operating model and delivery priorities for the Client.
• Govern both delivery streams across the portfolio new modular construction and the renovation refurbishment and fit-out of existing and operational sites including weigh-in-motion WIM stations holding consistent standards for design authority procurement cycle governance and phasing around live operations.
• Establish and run the program management office PMO centralized governance policies processes procedures templates and digital tools to represent the Client across the lifecycle.
• Govern the Platform approach to Design for Manufacture and Assembly P-DfMA delivery model standardizing parts and assembly logic to cut cost and de-risk off-site manufacture and on-site installation.
• Give final review and approval of detailed design issue d construction IFC drawings shop drawings and as-built drawings after the CSC s first-line check securing the Client s endorsement where required.
• Define the technical scope for tenders and Requests for Proposal RFP direct procurement strategy and bid evaluation and recommend award of the Designer Contractor and the CSC then give final approval of Prequalification Documents PQD Material Approval Requests MAR and Method Statements MS after the CSC s first-line review.
• Monitor and oversee construction delivery across foundations earthworks infrastructure utilities module installation and finishes reviewing the CSC s records of Material Inspection Requests MIR Work Inspection Requests WIR and Inspection and Test Plans ITP and giving final approval on the basis of those records.
• Govern contract administration change management variations and claims and direct portfolio cost and forecasting giving final review and certification of payment recommendations including Interim Payment Certificates IPC after the CSC and quantity surveyor first-line check protecting the Client s budget and commercial position.
• Direct program risk management escalating major risks and approving mitigation plans across design supply chain logistics and construction.
• Oversee program health safety and environment HSE governance auditing that the CSC enforces the Contractor s plans and escalating where safety or quality is compromised.
• Govern quality assurance by audit over the CSC directing surveillance of the Non-Conformance Report NCR process and reviewing the CSC s records of Factory Acceptance Tests FAT off-site in the factory and Site Acceptance Tests SAT on site before giving final acceptance.
• Direct program reporting and dashboards presenting consolidated monthly progress cost risk and forecast positions to the Client and senior stakeholders.
• Develop the operation and maintenance O amp M strategy and knowledge-transfer plan governing handover and verifying as-built drawings O amp M manuals warranties training and final acceptance before the Defects Liability Period DLP.

Qualifications & Experience

• Bachelor's degree in Civil, Structural, Mechanical or Construction Engineering, or a related field; a master's degree or MBA is an advantage.
• 18 to 20 years in construction project and program management, including senior portfolio leadership of multi-site building delivery as an owner's engineer or PMC.
• Demonstrated experience governing design offices, supervision consultants and contractors, including final review and approval of design, procurement, construction, cost and risk on a consultancy or owner's‑engineer basis.
• Modular construction and Design for Manufacture and Assembly (DfMA / P-DfMA) experience is a strong advantage, alongside familiarity with off-site factory production and on-site module installation.
• Experience governing both new-build and renovation, refurbishment or fit-out delivery streams within a single, multi‑site portfolio is an advantage.
• Working command of the submittal and review workflow, including MS, MAR, MIR, WIR, ITP, PQD, IPC, NCR, Site Observation Reports (SOR), Requests for Information (RFI), FAT and SAT.
• Thorough working knowledge of the Saudi Building Code (SBC) and ISO 9001 quality management, with familiarity with ISO 19650 Building Information Modelling (BIM) coordination.
• Project Management Professional (PMP) certification required; Program Management Professional (PgMP) is preferred.
• Saudi Council of Engineers (SCE) registration or eligibility, with Saudi or GCC delivery experience strongly preferred.
• Strong command of English, with Arabic an advantage.

Open to international and Saudi candidates, who must be legally eligible to work in Saudi Arabia.

The role is based across multiple cities in the Kingdom, and some travel may be required.
