Job summary

Dallah Health is seeking a Strategy Analyst to drive the organization's strategic agenda and translate vision into measurable outcomes. You will monitor and analyze the strategic plan using the Balanced Scorecard and lead KPI-driven reporting for the CSO and leadership.

In this role, you will design dashboards in Power BI or Tableau, build financial models, and partner with senior teams to align initiatives with the enterprise strategy.

Qualifications

Responsibilities

  • Lead and support the CSO in the annual and multi-year strategic planning cycle.
  • Facilitate cross-department strategy alignment workshops and ensure objectives link to the enterprise plan.
  • Own design and refinement of the organizational Balanced Scorecard across four perspectives.
  • Prepare and present high-level strategic performance reports for CSO, C‑suite and Board.
  • Translate enterprise objectives into departmental scorecards and targets.
  • Engage with senior leadership to gather data and build organizational buy-in.
  • Identify strategic risks and deviations, and provide actionable recommendations.
  • Maintain oversight of the strategic project portfolio and ROI analyses.
  • Author strategic presentations and briefing documents for leadership.

Job description

The Strategy Analyst supports the CSO in driving the healthcare organization s strategic agenda by translating the organizational vision into measurable actionable outcomes. The role ensures that the organization s strategic plan is continuously monitored, rigorously analyzed, and effectively executed across all departments. Through the application of the Balanced Scorecard (BSC) framework, advanced data analysis, and structured process improvement project tracking, the Strategy Analyst serves as the analytical and operational backbone of the Corporate Strategy function. The incumbent plays a pivotal role in bridging executive-level strategic intent with day-to-day organizational performance, enabling the CSO and leadership team to make timely evidence-based decisions that advance the organization s mission to deliver high-quality, patient-centered healthcare.

Roles and Responsibilities
Organizational Accountabilities
  • Lead and support the CSO in the annual and multi-year strategic planning cycle.
  • Facilitate cross-departmental strategy alignment workshops and ensure all business unit objectives are coherently linked to the enterprise strategic plan.
  • Own the design, development, and continuous refinement of the organizational Balanced Scorecard across all four perspectives: Financial, Customer, Internal Processes, and Learning & Growth.
  • Prepare and present high-level strategic performance reports, including KPI dashboards, variance analyses, and executive scorecards for the CSO, C-suite, and Board of Directors.
  • Translate enterprise-level strategic objectives into departmental scorecards and operational targets, ensuring vertical and horizontal alignment throughout the organization.
  • Engage with senior leadership and cross-functional heads to gather data, validate strategic assumptions, and build organizational buy-in for strategic initiatives.
  • Identify strategic-level risks, trends, and deviations.
  • Provide analytical recommendations and escalate critical issues to the CSO with supporting evidence and proposed corrective actions.
  • Identify capability gaps in strategic thinking and BSC application across the organization.
  • Advise on training needs and contribute to strategic literacy programmes.
Functional Accountabilities
  • Perform advanced quantitative and qualitative analysis on clinical, operational, and financial datasets to identify trends, performance gaps, and strategic opportunities.
  • Translate complex data into executive-level insights.
  • Design the KPI framework, define measures and targets, and build the architecture of dashboards and visual reports using Tableau or Power BI.
  • Determine what is measured and why.
  • Build financial models, conduct scenario analyses, and perform cost-benefit and ROI assessments to support strategic investment decisions.
  • Identify trends, issues, or deviations from the project plan and recommend corrective actions.
  • Maintain oversight of the strategic project portfolio, monitoring alignment of all initiatives with the BSC and strategic objectives.
  • Identify portfolio-level risks and strategic gaps.
  • Conduct impact assessments and cost-benefit analyses for process improvement initiatives.
  • Evaluate post-implementation outcomes and integrate findings into the BSC and strategic reporting.
  • Author strategic presentations, memos, and briefing documents for the CSO, C-suite, and Board.
  • Lead preparation of materials for strategic planning retreats and board-level performance reviews.
  • Attend strategic steering committees and executive meetings as an analytical resource.
  • Contribute insights and follow up on strategic action items.
  • Respond to time-sensitive analytical requests from the CSO and executive team.

Qualifications
  • Strong analytical skills with attention to detail and ability to interpret complex data.
  • 4–6 years in data analysis, business strategy, or strategic planning roles.
  • Healthcare sector experience is a strong advantage.
  • Proficient in Excel, PowerPoint, and data visualization tools (e.g., Power BI, Tableau).
  • Experience working in structured environments with multiple stakeholders.
  • Excellent administrative and organizational skills.
  • Good communication skills in Arabic and English (verbal and written).
  • Strong proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Ability to prepare clear reports, meeting minutes, and maintain accurate records.
  • Time management skills with attention to detail and accuracy.
  • Basic knowledge of IT service workflows and healthcare IT systems is desirable.
  • Ability to manage confidential information professionally.

Education
  • Bachelor’s degree in Business Administration, Healthcare Management, Data Analytics, Economics, or related field required.
  • Master’s degree (MBA, MHA, MPH) strongly preferred.
Certifications
  • Project analysis, business analytics, or project management (e.g., KPI, OKR, BSC).
  • Strategy, analytics, or performance management (e.g., BSC Professional, OKR, PMP, Data Analytics).
