Job summary

HanmiGlobal Saudi is seeking a highly experienced Procurement Manager to lead program-wide procurement and sourcing strategies for a mega land and infrastructure development program in Riyadh, Saudi Arabia. The role provides program-level leadership, governance, and commercial oversight across all procurement activities on behalf of the Client.

Qualifications

Bachelor’s Degree in Procurement, SCM, Engineering, Construction Management, or a related discipline.
Chartered professional membership or equivalent accreditation.
Minimum fifteen (15) years of professional experience in procurement management or related fields.
Experience within PMCM/PMC/EPCM or client-side organizations on large-scale land development/infrastructure projects in Saudi Arabia or GCC.

Responsibilities

Develop and maintain the Program Procurement Management Framework, including policies, procedures, standards, templates, governance processes, and reporting requirements.
Establish procurement strategies, sourcing approaches, and performance monitoring systems while ensuring compliance with contractual, regulatory, and corporate procurement requirements.
Promote procurement best practices, transparency, and governance across all development packages.
Review procurement plans, schedules, tender strategies, bid evaluations, supplier selection, and recommendations prepared by delivery teams.
Monitor procurement readiness, tendering activities, and contract award processes to align with program milestones and objectives.
Verify fairness, consistency, and compliance throughout the procurement lifecycle.
Monitor procurement of long-lead materials, equipment, and critical infrastructure components.
Identify risks and develop mitigation strategies; coordinate with planning, technical, commercial, and control teams.
Prepare procurement reports, dashboards, assessments, and strategic recommendations for PMCM Management and Client.
