HanmiGlobal Saudi is seeking a seasoned Procurement Manager to lead program-wide procurement strategies for a mega land and infrastructure development in Riyadh on behalf of a major government entity. You will supervise governance, coordination, and commercial oversight across all procurement activities, ensuring alignment with project schedules and contractual obligations.

Qualifications

• Must have a bachelor’s degree in a related discipline.
• Chartered professional membership or equivalent accreditation.
• Minimum fifteen (15) years of professional procurement experience.
• Experience on large-scale land development/infrastructure in KSA or GCC; PMCM/PMC/EPCM preferred.
• Saudi nationality is preferred.

Responsabilités

• Develop and maintain the Program Procurement Management Framework and governance.
• Define procurement strategies, sourcing approaches, and performance monitoring.
• Promote procurement best practices, transparency, and governance across packages.
• Review procurement plans, tender strategies, and supplier evaluations.
• Monitor readiness, tendering, and contract award processes aligned with milestones.
• Ensure fairness, consistency, and compliance throughout the lifecycle.
• Coordinate with Planning, Technical, Commercial, and Project Controls teams.
• Prepare procurement reports and executive dashboards for PMCM management.
• Lead procurement review meetings and stakeholder workshops.

Formation

Bachelor's Degree in related discipline (Procurement / SCM / Engineering / Construction Management / Quantity Surveying / Business Administration)

Chartered Professional membership or equivalent

15+ years procurement management experience

Experience across PMCM/PMC/EPCM or client/consultancy roles in large-scale projects

Saudi national preferred
