Job summary

Norconsult Telematics is seeking a seasoned Recruitment Leader to steer end-to-end recruitment for ICT and Construction roles across multiple countries. You will manage a 4-person team, drive high-volume hiring with tight timelines, and optimize processes, dashboards, and governance.

The role requires 12+ years in ICT/telecom hiring, strong stakeholder management, and experience with ATS systems and data-driven decision making. Location is on-site in Saudi Arabia.

Qualifications

• Bachelor's degree in Engineering, HR, Business Administration, or related field.
• 12+ years of ICT/telecom recruitment experience in large-scale organizations.
• Proven experience in managing high-volume campaigns (100+ roles) across projects/regions.
• Leadership of recruitment teams and mobility initiatives.
• Experience with digitization and automation of recruitment workflows.

Responsibilities

• Lead recruitment lifecycle for ICT and Construction roles across multiple countries.
• Manage high-volume technical hiring with aggressive timelines.
• Supervise and mentor a team of recruiters (4 members).
• Track KPIs: time-to-fill, quality of hire, submission-to-interview metrics.
• Develop sourcing plans and prioritization to meet hiring needs.
• Coordinate with hiring managers and stakeholders to align requirements.
• Ensure adherence to MRF process and governance framework.
• Drive improvements in processes, tools, and ATS/HRMS systems.
• Present dashboards and insights to senior management.
• Ensure compliance with labor laws and localization requirements.
