Job summary

AECOM is seeking a Civil Manager - Infrastructure & Design Stakeholder Coordinator in Riyadh to lead relationships with government authorities, utility providers, and telecom stakeholders. Hybrid work model with design coordination across planning and construction teams to secure approvals, NOCs, and timely delivery.

The ideal candidate has 10+ years in infrastructure or design coordination, strong negotiation and communication skills, and a civil engineering background.

Qualifications

• 10+ years' experience in stakeholder, interface or infrastructure management.
• Strong experience coordinating with government authorities and utilities on large infrastructure projects.
• Proven experience coordinating between design teams and external stakeholders on infrastructure projects.

Responsibilities

• Manage stakeholder relationships with authorities and utility providers including MoMRA, SEC, NWC, STC, RCRC, Aramco, Civil Defense, MOC and other relevant entities.
• Lead authority submissions, NOCs and approvals, ensuring design compliance and infrastructure standards are embedded in all stakeholder engagement.
• Coordinate technical interfaces between stakeholders, design teams and utility providers, managing utility connections and protection requirements.
• Facilitate design review meetings with stakeholders and authorities, ensuring infrastructure design considerations are incorporated into approval processes.
• Arrange and lead stakeholder meetings and workshops, tracking actions and ensuring decisions are closed.
• Identify and resolve stakeholder issues that may impact project scope, cost, programme or design integrity.
• Coordinate stakeholder and infrastructure requirements with design, planning, commercial and construction teams, maintaining standards.
• Maintain stakeholder registers, approval trackers, design interface logs and action registers.

Job Description

CIVIL MANAGER - INFRASTRUCTURE & DESIGN STAKEHOLDER COORDINATOR

Responsible for managing relationships and coordination with key KSA government authorities, utility providers and telecom stakeholders whilst ensuring seamless integration with design and infrastructure planning requirements to facilitate approvals, NOCs, interfaces and timely project delivery.

Key Responsibilities

• Manage stakeholder relationships with authorities and utility providers including MoMRA, SEC, NWC, STC, RCRC, Aramco, Civil Defense, MOC and other relevant entities, with particular focus on design and infrastructure requirements.
• Lead authority submissions, NOCs and approvals, ensuring design compliance and infrastructure standards are embedded in all stakeholder engagement.
• Coordinate technical interfaces between stakeholders, design teams and utility providers, managing utility connections, diversions and protection requirements in accordance with design specifications.
• Facilitate design review meetings with stakeholders and authorities, ensuring infrastructure design considerations are incorporated into approval processes.
• Arrange and lead stakeholder meetings and workshops, ensuring design-related actions, decisions and infrastructure requirements are tracked and closed.
• Identify and resolve stakeholder issues that may impact project scope, cost, programme or design integrity.
• Coordinate stakeholder and infrastructure requirements with design, planning, commercial and construction teams, ensuring design feasibility and infrastructure standards are maintained.
• Maintain stakeholder registers, approval trackers, design interface logs and action registers.
• Escalate critical issues and provide regular updates to project leadership, highlighting design and infrastructure implications.

Requirements

• 10+ years' experience in stakeholder, interface or infrastructure management, with demonstrated background in infrastructure and design coordination.
• Strong experience working with KSA government authorities and utility providers on infrastructure projects.
• Good understanding of KSA approval, NOC and utility coordination processes as they relate to infrastructure and design.
• Proven experience coordinating between design teams and external stakeholders on infrastructure projects.
• Strong communication, negotiation and relationship-management skills.
• Infrastructure/civil engineering background essential.
• Design coordination and technical interface management experience preferred.
