Job summary

AECOM in Duba, Tabuk region seeks a Senior Contracts Manager to oversee surveying and land-information management for infrastructure projects, from conception through completion. You will manage contract-related surveying, verify data, and coordinate with project teams and regulators.

Ideal candidates bring 20+ years in contracts/surveying, GCC project delivery, a civil engineering or surveying degree, and mastery of land-information systems and surveying software.

Qualifications

  • Minimum 20 years of professional experience in contracts management, surveying, or infrastructure delivery.
  • At least 10 years of direct infrastructure project experience in the GCC region.
  • Bachelor's degree in Civil Engineering, Surveying, Land Information Management, or related field.
  • Extensive knowledge of GCC regulatory frameworks and infrastructure standards.
  • Strong contract administration and multi‑phase project delivery experience.
  • Proficient in land-information systems and surveying software.
  • Excellent technical report writing and stakeholder coordination skills.
  • Professional surveying or contracts management certification preferred.

Responsibilities

  • Oversee surveying activities and contract-related surveying for infrastructure projects.
  • Conduct comprehensive surveys to determine locations of features and structures using advanced instruments.
  • Operate land-information computer systems, store data, and generate plots and reports.
  • Review survey data for distances, directions, angles, and elevations relevant to boundaries.
  • Research legal records to identify boundaries and rights‑of‑way for compliance.
  • Record results, verify accuracy, and prepare plots and regulatory documentation.
  • Coordinate with project teams, stakeholders, and regulators to ensure alignment with contracts.
  • Manage complex surveying problems and ensure on‑time project delivery.

Job Description

The Senior Contracts Manager will oversee surveying and land information management activities for infrastructure projects. This role requires an experienced professional with a comprehensive understanding of infrastructure development, contract management, and project delivery. The position involves managing complex, multi-faceted infrastructure initiatives from conception through completion.

Key Responsibilities:

  • Receive general direction on new infrastructure project assignments and manage contract-related surveying activities
  • Conduct comprehensive surveys to ascertain locations of natural features and human-made infrastructure structures on the earth's surface, underground, and underwater, utilizing electronic distance-measuring equipment and specialized surveying instruments
  • Operate and manage land-information computer systems for infrastructure projects, performing data storage, system inquiries, and generating technical plots and reports for stakeholder review
  • Review and validate information from survey teams regarding measurement of distances, directions, angles, and elevation data relevant to infrastructure development and boundary delineation
  • Research legal records and historical documentation to identify evidence of previous boundaries, easements, and rights-of-way; analyze data to determine accurate location of boundary lines for infrastructure compliance
  • Record survey results, verify data accuracy, and prepare comprehensive plots, maps, and technical reports for infrastructure project documentation and regulatory compliance
  • Manage complex infrastructure surveying problems of diverse scope, demonstrating advanced expertise in contract administration and project delivery
  • Coordinate with infrastructure project teams, stakeholders, and regulatory bodies to ensure surveying activities align with project objectives and contractual requirements
Qualifications

Required Qualifications:

  • Minimum 20 years of professional experience in contracts management, surveying, or infrastructure project delivery
  • At least 10 years of direct experience working on infrastructure projects in the GCC region
  • Bachelor's degree in Civil Engineering, Surveying, Land Information Management, or related field
  • Extensive knowledge of GCC regulatory frameworks, building codes, and infrastructure compliance standards
  • Demonstrated expertise in contract administration and project delivery across complex, multi-phase infrastructure initiatives
  • Advanced proficiency in land-information systems and surveying software applications
  • Strong understanding of surveying methodologies, boundary delineation, and legal documentation research
  • Proven ability to manage stakeholder relationships and coordinate across diverse project teams
  • Excellent technical report writing and documentation skills
  • Professional certification in surveying or contracts management (preferred)

Preferred Qualifications:

  • Master's degree in Civil Engineering, Project Management, or related discipline
  • Extensive experience with large-scale infrastructure projects (transportation, utilities, or development)
  • Familiarity with international surveying standards and best practices
  • Experience managing surveying activities in challenging environmental conditions (underground, underwater, or remote locations)
  • Knowledge of GIS (Geographic Information Systems) and advanced data analysis tools
  • Track record of successfully delivering projects on schedule and within budget in the GCC market
  • Professional memberships in relevant industry associations
