Job summary

A Saudi company manufacturing electrical products and delivering engineering, procurement and construction services is seeking a senior cost control professional to oversee budgeting, forecasting, and reporting for complex projects in the Building Systems sector.

You will lead cost management across labor, materials, and subcontractors, apply Earned Value Management, and drive corrective actions to keep financial targets on track.

Qualifications

• Bachelor degree in Civil Engineering or related field.
• 6–10 years experience in cost management and budgeting for large projects.
• Knowledge of WBS, subcontractor cost management, and variation management.
• Experience supporting PMO reporting for construction and real estate projects.

Responsibilities

• Lead development and maintenance of project budgets including labor, materials, and subcontractors.
• Monitor expenditures vs budgets, analyze variances, and report to management.
• Prepare cost forecasts, assess financial risks, and implement cost controls.

Job description

Oversee the financial performance of projects by leading cost management, budgeting, forecasting, and reporting activities. Monitor project costs, identify potential cost overruns, and collaborate with project teams to implement corrective actions and maintain financial control.

Key Responsibilities:

• Lead the development and maintenance of project budgets, covering labor, materials, equipment, subcontractors, and other project costs.
• Monitor project expenditures against approved budgets, analyze cost variances, and report findings to senior management.
• Prepare and update cost forecasts, assess financial risks, and recommend appropriate cost control measures.
• Manage changes to project scope and budget, ensuring proper documentation, approval, and assessment of their financial impact.
• Apply Earned Value Management (EVM) techniques to evaluate project cost performance and identify deviations from financial targets.
• Coordinate with Planning and Scheduling teams to align project timelines, milestones, and resource requirements with budget constraints.
• Prepare periodic cost reports, financial forecasts, and management presentations to support project decision-making.
• Perform the planned activities to meet the operational and development targets as per delivery schedules.
• Utilize resources effectively to achieve objectives within efficient cost and time.
• Provide a periodic report formatted by detailing the deviation and execution of planned tasks.
• Solve any related problems arise and elevate any complex operational issues.
• Ensure quality requirements to develop effective quality control and processes including specifications for products or processes or related activities.
• Coordinate well-defined written systems, policies, procedures, and seek automations opportunities as much as possible.
• Comply to related policy and procedures and work instructions.
• Ensure compliance of relevant safety, quality, and environmental management procedures and controls within defined area of work activity to guarantee safety, legislative compliance, and delivery of high-quality products/services.

Experience Required:

• 6 to 10 Years
• 10-15 years
• Experience in variation management, cost allocation, and Work Breakdown Structure (WBS).
• Experience with subcontractor cost management, invoice verification, quantity surveying, and contract administration.
• Experience supporting PMO reporting for large-scale construction and real estate development projects.

Education Qualifications:

Bachelor Degree in Civil Engineering or Any relevant field

Skills Required:

• Strong knowledge of project budgeting, cost control, cost forecasting, cash flow projections, and variance analysis.
• Practical experience in Earned Value Management (EVM), including CPI and project cost performance analysis.
• Proficiency in SAP ERP for project cost tracking, budget monitoring, and financial reporting.
• Advanced Microsoft Excel skills for cost analysis, financial modelling, and reporting.
• Ability to prepare cost reports, forecasts, and management presentations.
• Power BI or equivalent dashboarding and data visualization tools.
• Professional certifications such as Certified Cost Professional (CCP) or Project Management Professional (PMP).
