Job summary

  • At least 10 years of direct experience working on infrastructure projects in the GCC region.
  • Bachelor's degree in Civil Engineering, Surveying, Land Information Management, or related field.
  • Extensive knowledge of GCC regulatory frameworks, building codes, and infrastructure compliance standards.
  • Demonstrated expertise in contract administration and project delivery across complex, multi-phase infrastructure initiatives.
  • Advanced proficiency in land-information systems and surveying software applications.
  • Strong proficiency in technical report writing and documentation.
  • Professional certification in surveying or contracts management (preferred).

Responsibilities

  • Receive general direction on new infrastructure project assignments and manage contract-related surveying activities.
  • Conduct comprehensive surveys to ascertain locations of natural features and human-made infrastructure structures, using EDM and surveying instruments.
  • Operate and manage land-information computer systems for infrastructure projects, storing data, querying systems, and generating plots/reports.
  • Review and validate information from survey teams regarding measurement data relevant to boundary delineation.
  • Research legal records to identify evidence of previous boundaries, easements, and rights-of-way; analyze data for accurate boundary location.
  • Record survey results, verify data accuracy, and prepare plots, maps, and technical reports for documentation and regulatory compliance.
  • Manage complex infrastructure surveying problems across multi-phase programs and coordinate with project teams and regulators to align surveying with contract requirements.
  • Coordinate with project teams, stakeholders, and regulatory bodies to ensure surveying activities meet objectives and contractual requirements.

Job description

The Senior Contracts Manager will oversee surveying and land information management activities for infrastructure projects. This role requires an experienced professional with a comprehensive understanding of infrastructure development, contract management, and project delivery. The position involves managing complex, multi-faceted infrastructure initiatives from conception through completion.

Key Responsibilities:
  • Receive general direction on new infrastructure project assignments and manage contract-related surveying activities
  • Conduct comprehensive surveys to ascertain locations of natural features and human-made infrastructure structures on the earth's surface, underground, and underwater, utilizing electronic distance-measuring equipment and specialized surveying instruments
  • Operate and manage land-information computer systems for infrastructure projects, performing data storage, system inquiries, and generating technical plots and reports for stakeholder review
  • Review and validate information from survey teams regarding measurement of distances, directions, angles, and elevation data relevant to infrastructure development and boundary delineation
  • Research legal records and historical documentation to identify evidence of previous boundaries, easements, and rights-of-way; analyze data to determine accurate location of boundary lines for infrastructure compliance
  • Record survey results, verify data accuracy, and prepare comprehensive plots, maps, and technical reports for infrastructure project documentation and regulatory compliance
  • Manage complex infrastructure surveying problems of diverse scope, demonstrating advanced expertise in contract administration and project delivery
  • Coordinate with infrastructure project teams, stakeholders, and regulatory bodies to ensure surveying activities align with project objectives and contractual requirements
Required Qualifications:

  • Professional certification in surveying or contracts management (preferred)
Preferred Qualifications:
  • Master's degree in Civil Engineering, Project Management, or related discipline
  • Extensive experience with large-scale infrastructure projects (transportation, utilities, or development)
  • Familiarity with international surveying standards and best practices
  • Experience managing surveying activities in challenging environmental conditions (underground, underwater, or remote locations)
  • Knowledge of GIS (Geographic Information Systems) and advanced data analysis tools
  • Track record of successfully delivering projects on schedule and within budget in the GCC market
  • Professional memberships in relevant industry associations
