Job summary

Parsons seeks a seasoned Quantity Surveyor Manager to support cost controls on a major Riyadh infrastructure program. You will lead commercial and quantity management, review BOQs, and guide PMCM QS teams through remeasurements and change orders. Excellent English and GCC contract knowledge are essential.

You will develop budgets, validate IPAs/IPCs, and provide strategic commercial input for client reporting and risk management.

Qualifications

• Degree in Quantity Surveying or Civil Engineering.
• 15+ years QS experience on major infrastructure projects.
• Strong pre/post-contract QS knowledge: BOQ, remeasurement, variations, claims.
• PMO/PMC or client-side experience preferred.
• Excel proficiency, cost benchmarking, and quantity analysis.
• Familiar with GCC/KSA contracts and commercial procedures.
• Excellent English communication and report-writing skills.

Responsibilities

• Review and verify designer-prepared BOQs for completeness and accuracy.
• Assist in cost estimates and budgets once designs are issued.
• Lead PMCM QS teams in BOQ remeasurements across construction stages.
• Review IPAs/IPCs, quantities, and entitlement alignment.
• Quantify Change Orders, variations, and claims with cost impact analysis.
• Prepare high-level estimates for design changes and urgent requests.
• Develop program cash flow forecasts with planning and cost teams.
• Maintain audit-ready documentation for BOQs, variations, and quantities.
• Flag risks from quantity deviations or contractor claims.
