Qualifications

• Bachelor’s degree in Quantity Surveying, Civil Engineering or Construction Management.
• Professional accreditation with RICS or CIOB is highly desirable.
• Minimum 8 years of Quantity Surveying experience in MEP, construction, or Data Centre projects.
• Strong knowledge of contract administration, cost control and financial reporting.
• Experience in preparing BOQs, valuations, payments, variations and final accounts.

Responsibilities

• Manage day-to-day commercial and contractual activities from tender through final completion.
• Prepare and evaluate interim valuations, payment applications, certificates, and final accounts.
• Value variations, prepare variation claims and negotiate settlements.
• Prepare and manage BOQs for subcontract packages and support procurement.
• Conduct cost analysis, value engineering and commercial risk assessments.
• Prepare monthly cost reports, CVRs, cash flow forecasts and management reports.
• Monitor costs against budgets and provide accurate forecasting.
• Support EOT, acceleration assessments and contractual claims.
• Coordinate with Project Managers, Commercial Managers and subcontractors on commercial matters.
• Ensure accurate commercial documentation and project reporting.

James L Williams Middle East is seeking an experienced and commercially driven Senior Quantity Surveyor to join our Commercial team and support the successful delivery of major Data Centre projects.

This role is responsible for managing the commercial and contractual aspects of projects from tender stage through to final account, ensuring effective cost control, contract administration, financial reporting, and commercial risk management while maximising project profitability.

Key Responsibilities

• Manage the day-to-day commercial and contractual activities of assigned projects from tender stage through to final completion.
• Prepare and evaluate interim valuations, payment applications, payment certificates, and final accounts.
• Measure and value variations, prepare variation claims, and negotiate commercial settlements.
• Prepare and manage Bills of Quantities (BOQs) for subcontract packages and support subcontract procurement.
• Conduct cost analysis, value engineering, and commercial risk assessments to maximise project profitability.
• Prepare monthly cost reports, Cost Value Reconciliations (CVRs), cash flow forecasts, and commercial reports for management review.
• Monitor project costs against approved budgets and provide accurate financial forecasting.
• Support the preparation and assessment of Extension of Time (EOT), acceleration, and contractual claims.
• Coordinate with Project Managers, Commercial Managers, Procurement teams, and subcontractors on commercial and contractual matters.
• Ensure accurate commercial documentation, contract records, and project reporting throughout the project lifecycle.

Requirements

• Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
• Professional accreditation with RICS, CIOB, or an equivalent professional body is highly desirable.
• Minimum 8 years of Quantity Surveying experience within MEP, construction, or Data Centre projects.
• Strong knowledge of contract administration, cost control, commercial management, and project financial reporting.
• Experience in preparing BOQs, valuations, payment applications, variation claims, and final accounts.
• Good understanding of construction contracts, commercial risk management, and cost forecasting.
• Excellent analytical, negotiation, and communication skills.
• Strong proficiency in Microsoft Office and commercial reporting tools
