Job summary

Parsons in Saudi Arabia seeks a Senior Quantity Surveyor to provide end-to-end commercial oversight from contract award through final account. You will review, revise, apply and approve contractual documentation while leading cost estimation, forecasting and financial analysis across major projects.

You’ll manage procurement documentation, payment certification, claims handling, and risk management, ensuring contractual compliance and value for money.

Qualifications

• Bachelor's degree in Engineering or Quantity Surveying from an accredited university.
• Minimum of 12 years of experience in commercial management across multiple construction sectors.
• Extensive knowledge of cost and commercial management principles, procurement processes, and contract and change management principles.
• Attention to detail and accuracy in financial reporting.
• Proficient in AutoCAD, MS Office (Excel/Word/PowerPoint/Visio) and Aconex.

Responsibilities

• Quantity Surveying & Commercial Management – Providing end-to-end commercial oversight for both consultancy and contractors, from contract award through to final account.
• Identify potential claims, check for compliance with applicable contractual terms and ensure effective negotiation and settlement of claims.
• Evaluate and recommend claims submitted from Contractors, including the calculation of losses incurred through coord. with QS Team.
• Offer advice in the review and the approval of payment certificates, invoicing from subcontractors and to the client.
• Manage all matters regarding contract administration, claims, disputes, contract interpretation and cost analysis.
• Cost Estimation, Forecasting & Financial Analysis – Strong capability in cost planning, Estimating, and financial reporting for major construction programs.
• Develop, implement and manage systems and procedures for the monitoring of the contracts to ensure that contractual compliance issues are resolved both timely and effectively across multiple work packages.
• Contract Administration & Risk Management – Proven track record in: contract negotiation and administration, mitigating commercial risks, and Change Management Documentation.
• Lead the continuous improvement of contract processes through refining contract formulation activities, systems and procedures.
• Assist input into the financial budget to ensure cost-effectiveness and value for money of contracts.
• Formulate suggestions to resolve Contract issues.
• Tendering & Procurement Support – Tender strategy, Bid evaluation, and procurement documentation.
• Assist in the preparation of legal and contractual documents such as; RFPs and other documents.
• Provide advice regarding contract procurement and types of underlying contracts and agreements.
• Quantity Take-Offs & BOQ – Proficient in detailed quantity take-offs and BOQ preparation, supporting accurate pricing and efficient resource planning.
