Job summary

Parsons is seeking a Project Controls & Change Management Manager to lead project controls, change management, and governance across complex programs. You will partner with directors, engineering, procurement, construction, contracts, and client reps to optimize cost, schedule, and performance.

You will establish procedures, maintain baselines, manage schedules, budgets, and reports, and lead recovery plans.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Project Management, or a related field.
• 20 years of experience in project controls, cost control, planning, contract administration, change management, or project management.
• Experience in engineering, procurement, and construction projects, preferably in construction, infrastructure, energy, manufacturing, or industrial sectors.
• Understanding of project change control, cost management, schedule management, and contract administration principles.
• Ability to interpret project drawings, specifications, schedules, contracts, estimates, and technical documents.
• Strong analytical, organizational, documentation, and communication skills.
• Proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint.
• Experience in using project controls or document management systems.

Responsibilities

• Establish and implement project controls procedures, systems, tools, and reporting requirements.
• Develop and maintain the project control baseline, including scope, schedule, cost, resources, and KPIs.
• Oversee the integrated master schedule.
• Maintain budgets, commitments, actual costs, forecasts, and cash flows.
• Coordinate monthly performance reports and dashboards.
• Lead development of recovery plans for cost/schedule issues.
• Support earned value management and resource planning.
• Ensure data accuracy and audit trails for management decisions.
