Organizational context

The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development within the UN system. This role is based in Riyadh, Saudi Arabia, reporting to the Regional Director of UNEP/ROWA. The incumbent will lead the implementation, monitoring, and evaluation of the Saudi environment sustainability programme and support the Ministry of Environment, Water and Agriculture.

Job purpose

The Senior Programme Management Officer will lead the development, implementation, monitoring, and evaluation of UNEP's Strategic Cooperation Programme with Saudi Arabia. This involves directing project personnel, establishing partnerships with government officials and UN entities, and liaising with the Ministry of Environment. The role requires directing research, coordinating environment policy development, and providing guidance on policy implementation. Additionally, the incumbent will prepare policy briefings, manage outreach activities, design training workshops, and oversee the preparation of various reports and publications. The position also involves managing budget and funding, ensuring effective staff supervision and development, and leading data analysis for informed planning and decision-making.

Responsibilities

Lead the development, implementation, and evaluation of UNEP's Strategic Cooperation Programme with Saudi Arabia, directing project personnel and managing in-country missions. Serve as UNEP liaison, establishing partnerships with Saudi government officials and UN entities. Direct research and programme evaluation, coordinate environment policy development, and provide guidance on policy implementation. Identify environmental priorities and propose policy options. Prepare policy briefings, manage meetings and conferences, and conduct training workshops. Oversee the review of documents and reports, ensuring high-quality outputs from consultants and partners. Ensure gender mainstreaming in all activities. Coordinate programme budget and funding, and submit progress reports. Supervise, develop, and mentor staff. Lead data collection and analysis efforts to support planning and decision-making.

Education

An advanced university degree (Master's or equivalent) in business administration, management, economics, environment, or a related field is required. A first-level degree with two additional years of qualifying experience may be accepted. Completion of data analytics, business analytics, or data science programs is desirable.

Work experience

A minimum of ten years of progressively responsible experience in project or programme management, administration, or a related area is required. Experience in providing policy advice on environmental governance, diplomatic negotiations, developing technical cooperation programmes, and data analytics is desirable.
