Job summary

Parsons in Saudi Arabia seeks a Senior Planning Manager to lead scheduling for large, complex construction projects during execution, ensuring activities are properly sequenced to meet the program, budget and contractual obligations.

You will collaborate with project directors, construction managers, contractors, and client teams, drive recovery plans, monitor progress, and deliver reports and dashboards to senior management while mentoring planning engineers.

Job Description

The Senior Planning Manager will lead and manage planning and scheduling activities for large, complex construction projects during the construction phase. The role will be responsible for ensuring that construction activities are properly sequenced, monitored, and delivered in accordance with the approved program, budget, quality requirements, and contractual obligations.

The Senior Planning Manager will work closely with the project director, construction managers, contractors, consultants, project controls, commercial, procurement, design, and client teams. The position will provide senior-level guidance on schedule development, progress monitoring, delay management, recovery planning, and project reporting.

Key Responsibilities

• Develop, maintain, and control the master construction schedule.
• Coordinate detailed schedules for all construction activities, work packages, interfaces, and key milestones.
• Review and approve contractor and subcontractor schedules, updates, and recovery plans.
• Monitor planned versus actual progress and verify reported progress against site activities.
• Analyze critical paths, float, constraints, logic, and schedule trends.
• Identify potential delays and provide early warnings to project management.
• Assess the impact of design changes, variations, access restrictions, procurement delays, approvals, and construction issues.
• Develop recovery and mitigation plans to protect project milestones and completion dates.
• Lead weekly and monthly schedule review meetings with contractors and project teams.
• Prepare schedule reports, progress dashboards, milestone reports, and executive presentations.
• Coordinate with cost-control and commercial teams to align schedule progress with project costs and forecasts.
• Support the evaluation of extension-of-time claims and delay-related submissions.
• Ensure that approved changes are incorporated into the project schedule and baseline.
• Monitor the performance of contractors against contractual schedules and agreed milestones.
• Coordinate interfaces between construction disciplines, contractors, authorities, utilities, and other stakeholders.
• Promote effective planning procedures, reporting standards, and schedule-control practices across the project.
• Provide guidance and leadership to planning engineers and project controls staff.

Required Qualifications and Experience

• Bachelor's degree in engineering, construction management, project management, or a related discipline.
• Minimum 15 years of experience in construction planning and project controls.
• Proven experience managing planning activities during the construction phase of large, complex projects.
• Strong experience with major infrastructure, buildings, transportation, utilities, or mixed-use developments.
• Advanced knowledge of Primavera P6 and Microsoft Excel.
• Experience in critical-path analysis, progress measurement, delay analysis, recovery scheduling, and schedule risk management.
• Experience reviewing contractor schedules, progress updates, claims, and extension-of-time submissions.
• Strong knowledge of construction methods, project delivery processes, contracts, and change management.
• Excellent leadership, communication, coordination, and problem-solving skills.

The Senior Planning Manager will provide strategic leadership for construction planning and scheduling, ensuring that project progress is accurately measured, delays are identified early, recovery actions are implemented, and the project is delivered in line with approved milestones and contractual requirements.
