Job summary

Qualifications

Role Overview

Senior Manager – Power Planning provides strategic guidance for power infrastructure delivery across major development programs. Responsibilities include assessing power assets, optimizing sequencing, supporting design, evaluating procurement, managing risks, and preparing Stage Gate documentation.

Key Responsibilities
  • Assess proposed power infrastructure assets and network deployment strategies to confirm alignment with development needs, capacity requirements, location constraints, and scheduling priorities.
  • Provide planning guidance for construction sequencing across substations, transmission lines, distribution networks, transformers, grid connections, and cabling routes.
  • Collaborate with development, design, utilities, procurement, commercial, and project delivery teams to optimize implementation strategies for power‑related assets.
  • Review phasing requirements and identify how power infrastructure can be delivered efficiently within mixed‑use or large‑scale urban development programs.
  • Evaluate different procurement packaging and delivery options to support project objectives, development milestones, cost control, and market readiness.
  • Contribute technical and strategic input for budget planning, funding requirements, cost estimation, and early‑stage project feasibility.
  • Provide insights into project timelines, delivery constraints, interface dependencies, and programmatic gaps affecting power infrastructure implementation.
  • Identify potential risks related to design development, procurement, construction sequencing, utility interfaces, grid capacity, permitting, and execution readiness.
  • Develop mitigation strategies for schedule risks, funding gaps, delivery constraints, contractor packaging issues, and coordination challenges.
  • Prepare and present Stage Gate documentation for power and dry utility projects with clear technical, commercial, schedule, and risk inputs.
  • Develop planning inputs covering budget requirements, funding assumptions, development timelines, phasing strategies, and delivery priorities.
  • Support design and engineering management strategies for power infrastructure assets, including review pathways, consultant coordination, and technical decision points.
  • Contribute to risk and opportunity assessments that help leadership make informed decisions on power utility deployment.
  • Review consultant and contractor procurement strategies and provide recommendations for packaging, tender sequencing, delivery models, and contract readiness.
  • Support alignment between power infrastructure planning and wider development requirements such as roads, utilities, plots, districts, public realm, and construction access.
  • Provide strategic advice on FIDIC, EPC, and design‑build delivery considerations where they affect planning, procurement, risk allocation, and implementation.
  • Coordinate with internal teams, external consultants, contractors, authorities, utility providers, and client representatives to maintain a clear and agreed planning direction.
  • Prepare planning reports, technical notes, governance presentations, risk summaries, and decision‑support material for senior stakeholders.
  • Promote practical, phased, resilient, and cost‑conscious planning approaches for power infrastructure delivery.
Ideal Profile
  • Master’s or bachelor’s degree in Electrical Engineering, Power Engineering, Infrastructure Planning, Construction Management, or a related discipline.
  • Minimum 15 years of experience in power infrastructure planning, utility networks, dry utilities, electrical infrastructure, project delivery, or major development programs.
  • Strong experience in the design, delivery, planning, and integration of substations, overhead transmission lines, underground transmission routes, distribution networks, transformers, cabling systems, and grid connections.
  • Proven ability to plan and sequence utility infrastructure within mixed‑use developments, giga‑projects, urban infrastructure programs, or large‑scale construction environments.
  • Strong understanding of power infrastructure deployment strategies, capacity planning, phasing, constructability, procurement packaging, and delivery risk.
  • Familiarity with FIDIC contracts and other international standard forms of agreement, especially in EPC or design‑build delivery models.
  • Experience supporting early‑stage budget planning, cost estimation, funding requirements, Stage Gate submissions, and strategic delivery documentation.
  • Ability to assess project timelines, identify schedule gaps, evaluate implementation constraints, and recommend practical mitigation measures.
  • Strong coordination skills with the ability to work across development, engineering, utilities, procurement, commercial, construction, and project management teams.
  • Good understanding of consultant and contractor procurement strategies for power utility and infrastructure packages.
  • Strong analytical, reporting, presentation, stakeholder management, and decision‑support skills.
  • Able to work in a senior client‑facing environment and communicate complex power infrastructure planning matters clearly.
