Job summary

Parsons in Saudi Arabia seeks a Senior HSE Lead (Saudi National) for the Tabuk Water Pipeline project. You will lead HSE assurance, ensure contractors meet contractual and Saudi regulations, and drive a zero-harm safety culture on site.

This role requires 10+ years in construction HSE, a relevant degree, and strong knowledge of ISO 45001/14001, with proven leadership and reporting skills. On-site role with a focus on remote pipeline corridors and heavy equipment operations.

Qualifications

• Minimum 10 years of HSE experience in construction, especially water pipelines or major linear projects.
• Bachelor's degree or Diploma in Occupational Health & Safety, Environmental, Engineering or related discipline.
• Strong knowledge of construction HSE risks and controls (excavation, lifting, confined space, hot work, testing).
• Experience managing contractor HSE performance, audits and incident investigations.
• Knowledge of ISO 45001 and ISO 14001 and Saudi HSE regulations.

Responsibilities

• Review and approve Contractor HSE deliverables, including HSE Plans and Environmental Management Plans.
• Oversee high-risk pipeline activities such as excavation, lifting, hot work and confined space.
• Monitor permit-to-work system and safe work practices across sites.
• Plan and conduct HSE inspections, audits and site walks with corrective actions.
• Lead or support incident reporting, investigation and root-cause analysis.
• Prepare HSE performance reports and present risks to project leadership.
• Promote safety culture through toolbox talks and training.
