Parsons is seeking a Senior Cost Control Engineer to support cost estimating, budgeting, forecasting, and financial performance across infrastructure projects in Riyadh, Saudi Arabia. You will work within a PMO environment, assisting the Senior Cost Manager and Controls Manager with pre- and post-contract cost management and provide reliable financial information for project decisions.

• Bachelor's degree in Civil Engineering, Construction Management, or a related field.
• Minimum 12 years of professional experience in cost estimating and cost control.
• Experience supporting large-scale infrastructure or construction projects.
• Strong knowledge of engineering, procurement, and construction practices.
• Proficiency in cost estimating techniques and cost control methodologies.
• Experience applying Earned Value Management principles and methodologies.
• Ability to review project budgets, cost estimates, expenditures, and financial forecasts.
• Strong analytical skills for evaluating cost performance and financial variances.
• Excellent written and verbal communication skills in English.
• Strong presentation skills and ability to communicate complex cost information.

Responsabilidades

• Review material takeoffs, drawings, and construction plans for complex projects.
• Prepare detailed cost breakdowns for systems, subsystems, and components.
• Analyze contract documents and changes to identify scope and cost implications.
• Validate estimates including labor rates, unit costs, and quantities; assign costs.
• Obtain vendor quotations to support cost estimating activities.
• Develop and validate project budgets during pre- and post-contract stages.
• Maintain cost databases and historical data for consistency.
• Monitor project costs and performance against baselines.
• Apply EVM to assess cost performance and forecast costs.
• Prepare cost assessments for management reviews and variations.
