Qualifications

• Bachelor’s degree in Civil Engineering, Mechanical Engineering, or a related technical discipline.
• Minimum 15 years of experience in cost management and project controls.
• Extensive Quantity Surveying experience on major construction, engineering, or infrastructure projects.
• Strong understanding of heavy civil construction methods, materials, technical specifications, and sequencing.
• Proven experience preparing feasibility estimates, cost plans, budgets, and life‑cycle cost studies.
• Advanced knowledge of cost control, forecasting, cash flow, and financial reporting.
• Experience assessing variations, claims, payment applications, and final accounts.
• Strong understanding of FIDIC, NEC, or comparable construction contracts.
• Practical experience applying Earned Value Management principles.
• Ability to lead value‑engineering and cost‑optimization activities.
• Expertise in procurement strategy, commercial negotiation, and project risk management.
• Proficiency in Prism, EcoSys, SAP, or similar cost management software.
• Advanced Microsoft Excel capability.

Responsibilities

• Lead feasibility budgets, baseline cost plans, and approved project budgets.
• Prepare detailed estimates for civil works, utilities, structures, roads, and infrastructure systems.
• Conduct life‑cycle costing to evaluate capital, operating, maintenance, and replacement costs.
• Establish cost breakdown structures aligned with the project WBS.
• Implement cost control for commitments, expenditure, accruals, forecasts, and changes.
• Monitor financial performance against the baseline and identify variances.
• Lead value engineering workshops with design, construction, and management teams.
• Negotiate variations and commercial adjustments with contractors.
• Prepare EAC and forecast‑to‑complete calculations.
• Review quotations, rate build‑ups, and cost substantiation.
• Maintain change registers and reflect approved changes in forecasts.
• Coordinate with procurement on contracting strategies and risk allocation.
• Support tender evaluations and cost assessments when required.
• Maintain current cost risk and opportunity registers.
• Provide coaching to junior commercial staff.
