Job summary

Parsons Corporation is seeking a Senior Contracts Manager to lead commercial claims and contract administration for major infrastructure programs in Tabuk, Saudi Arabia.

You will oversee pre/post‑contract activities, variation management, and disputes, advising senior leadership on risks, strategies, and settlement options. The role requires extensive experience with FIDIC contracts and GCC procurement practices.

Qualifications

  • Bachelor’s degree or equivalent in a relevant field.
  • Minimum 15 years of post‑qualification experience in contracts administration and commercial management.
  • Experience with international mega‑projects or high‑value construction programs.
  • Strong knowledge of FIDIC Red/Yellow/Blue Books or similar contracts.
  • Proven track record in variation management, EOT assessments, claims analysis, and disputes.

Responsibilities

  • Lead pre- and post‑contract administration across major infra packages.
  • Ensure compliance with main contracts, subcontracts, and JV obligations.
  • Interpret contract clauses and provide decisive guidance on rights and notices.
  • Develop contract administration processes, registers, and reporting.
  • Manage complex variation orders from identification to final settlement.

Senior Contracts Manager - Commercial Claims

Overview

Senior Contracts Manager - Commercial Claims in Tabuk, Saudi Arabia is a senior construction opportunity leading contract administration, claims management, variation control, dispute resolution, and commercial closeout across major infrastructure packages. Parsons Corporation is hiring an experienced contracts professional to protect contractual entitlements, reduce commercial exposure, and provide strategic advice throughout the delivery of a landmark development program.

Key Responsibilities
  • Lead pre-contract and post-contract administration across major infrastructure and construction work packages.
  • Ensure compliance with main contracts, consultancy agreements, subcontract conditions, and joint venture obligations.
  • Interpret contract clauses and provide authoritative advice on rights, liabilities, notices, and contractual procedures.
  • Develop and maintain contract administration processes, registers, workflows, and reporting requirements.
  • Manage complex variation orders from initial identification through evaluation, negotiation, approval, and final settlement.
  • Review extension of time submissions, delay notices, disruption claims, and related supporting evidence.
  • Evaluate high-value commercial claims using detailed contractual, technical, cost, and schedule analysis.
  • Prepare contractual assessments, entitlement positions, negotiation strategies, and executive recommendations.
  • Advise the Project Director and client leadership on commercial risks, emerging disputes, and mitigation options.
  • Ensure that contractual notices, responses, reservations, and correspondence are issued accurately and within required time limits.
  • Lead commercial negotiations with contractors, consultants, and other project stakeholders.
  • Coordinate with legal counsel and executive teams during dispute avoidance, mediation, adjudication, arbitration, or other resolution processes.
  • Review and approve monthly progress payments, payment certificates, and supporting valuation records.
  • Oversee the assessment and agreement of final accounts for major contractor packages.
  • Monitor commercial exposure associated with scope changes, design revisions, delays, acceleration, and contractor performance.
  • Maintain comprehensive registers for claims, variations, notices, payments, bonds, insurances, and contractual deliverables.
  • Ensure all decisions are supported by reliable records, contemporaneous evidence, and approved authority levels.
  • Review procurement and tender documents to identify contractual risks before package award.
  • Support bid evaluation, commercial clarification, contract negotiation, and award recommendations.
  • Coordinate with planning teams to evaluate delay impact and schedule-related entitlement.
  • Work with quantity surveyors and cost specialists to validate pricing, measured quantities, forecasts, and settlement values.
  • Prepare monthly contract status reports, claims summaries, risk assessments, and executive briefing papers.
  • Lead contract closeout activities, including outstanding claims, final measurements, account reconciliation, and release documentation.
  • Manage and mentor quantity surveyors, contract administrators, claims specialists, and commercial team members.
  • Promote consistent contract discipline and commercial awareness across the wider project team.
Ideal Profile
  • Bachelor's degree in Quantity Surveying, Law, Civil Engineering, Construction Management, or a related discipline.
  • Minimum 15 years of post‑qualification experience in contracts administration and commercial management.
  • Extensive experience supporting international mega‑projects, infrastructure programs, or high‑value construction developments.
  • Strong expertise in FIDIC Red Book, Yellow Book, Blue Book, or comparable bespoke contract forms.
  • Proven capability in variation management, extension of time assessment, claims analysis, and dispute resolution.
  • Detailed understanding of pre‑contract procurement, post‑contract administration, payment certification, and final accounts.
  • Experience advising project directors, executive leadership, and client representatives on complex contractual matters.
  • Strong knowledge of Saudi procurement practices, regional contract administration, and GCC construction markets.
  • Ability to analyze technical, legal, financial, and schedule information as part of claims assessments.
  • Demonstrated success leading high‑value negotiations and commercial settlements.
  • Excellent written and spoken English communication skills.
  • Arabic fluency would be advantageous.
  • Strong leadership, analytical judgment, negotiation, and stakeholder‑management capability.
  • Ability to work effectively in a fast‑paced and commercially sensitive project environment.
  • Experience managing multidisciplinary commercial and contracts teams.
  • Previous involvement in NEOM or other Public Investment Fund giga‑projects is strongly preferred.
  • MRICS, MCIArb, or another recognized professional chartership is highly desirable.
  • Willingness to relocate to and work full‑time in Tabuk, Saudi Arabia.
