Role Context
The Contracts Manager safeguards the contractual and commercial interests of Parsons and its client after contract award. The position ensures that contractor obligations, notices, variations, claims, payments, and close‑out activities are managed in accordance with approved agreements, project procedures, and joint‑venture requirements. The role provides authoritative advice to project leadership while coordinating with contractors, client representatives, legal advisers, quantity surveyors, cost specialists, planners, and finance teams.
Key Responsibilities
- Lead post‑contract administration for major infrastructure and construction packages.
- Ensure compliance with contract conditions, joint‑venture arrangements, project procedures, and delegated authorities.
- Interpret contractual provisions and provide clear guidance to the Project Director and senior management.
- Protect contractual rights through timely notices, accurate records, and evidence‑based recommendations.
- Review and assess contractor variation proposals and change submissions.
- Negotiate variation values, contractual entitlement, scope adjustments, and commercial impacts.
- Evaluate extension of time requests, delay events, disruption claims, and associated costs.
- Review high‑value claims and prepare reasoned recommendations for approval or rejection.
- Confirm that claims are supported by programme records, notices, correspondence, cost data, and contemporaneous evidence.
- Develop risk mitigation strategies for emerging contractual and commercial issues.
- Lead dispute avoidance and resolution activities with legal, executive, and project teams.
- Support settlement discussions, mediation, adjudication, arbitration preparation, or other formal processes when required.
- Review contractor correspondence and ensure responses are issued within contractual timeframes.
- Maintain comprehensive registers for claims, variations, notices, instructions, payments, and decisions.
- Establish consistent contract management procedures across assigned packages.
- Ensure all commercial documentation is complete, traceable, and suitable for audit or dispute purposes.
- Review monthly progress payment applications and supporting records.
- Validate completed work, approved variations, provisional sums, deductions, and payment adjustments.
- Recommend payment certification in accordance with contract terms.
- Oversee final account preparation, negotiation, agreement, and financial close‑out.
- Track outstanding obligations, unresolved liabilities, securities, warranties, and retention matters.
- Coordinate package close‑out with project management, finance, procurement, planning, and cost control teams.
- Maintain commercial risk and opportunity registers and update mitigation actions.
- Prepare executive reports, claims summaries, contract dashboards, and decision papers.
- Present complex contractual matters to senior client stakeholders and executive boards.
- Lead commercial meetings with contractors, consultants, and project representatives.
- Direct quantity surveyors, contract administrators, and cost specialists.
- Review team deliverables for accuracy, completeness, consistency, and contractual strength.
- Mentor commercial employees and promote disciplined contract administration practices.
- Apply FIDIC and bespoke contract provisions consistently.
- Support compliance with Saudi procurement laws and relevant project governance requirements.
- Recommend improvements to commercial workflows, reporting controls, and document management procedures.
- Complete additional responsibilities assigned by project leadership.
Ideal Profile
- Bachelor’s degree in Quantity Surveying, Law, Civil Engineering, Construction Management, or a related discipline.
- Minimum 15 years of post‑qualification experience in contracts administration and commercial management.
- Extensive post‑contract experience on major infrastructure, construction, or international mega‑projects.
- Professional chartership such as MRICS or MCIArb is highly desirable.
- Advanced knowledge of FIDIC Blue, Red, and Yellow Book contract forms.
- Strong experience administering bespoke contracts and complex contractor packages.
- Proven capability in variations, extension of time claims, dispute resolution, and final accounts.
- Previous experience on NEOM or another Public Investment Fund giga‑project is strongly preferred.
- Familiarity with Saudi procurement laws and GCC contracting practices.
- Deep understanding of notice requirements, claims entitlement, delay analysis, and payment provisions.
- Strong commercial judgment with the ability to balance contract risk, programme, cost, and stakeholder priorities.
- Exceptional negotiation, leadership, and analytical skills.
- Confidence communicating with senior client representatives, contractors, executives, and legal advisers.
- Strong written reporting and contractual drafting capability.
- Full professional proficiency in spoken and written English.
- Arabic language ability is an advantage.
- Ability to perform effectively in a fast‑paced, high‑value project environment.
